1. INTRODUCTION
Your firm is hereby invited to submit a written statement of qualifications to provide
professional and engineering services related to the design and permitting of rehabilitation
and scour remediation for the bridge located on the access drive to the Mason Farm
Wastewater Treatment Plant (WWTP) as indicated in Sections 2 through 4 below. OWASA
will conduct a Qualification-Based Selection process to identify the best qualified firm, or
team of firms, with which to negotiate a contract. All firms submitting qualifications must
have demonstrated experience and expertise in the design and permitting of bridge repair
and remediation projects, including scour protection.
To be considered, responses to this RFQ must be received by 2:00 p.m. EST on Tuesday,
December 16, 2025. Refer to Section 5 – Submittal Requirements for details.
2. OBJECTIVES
The objective of this project is to provide profession and engineering services to support
the rehabilitation of the Mason Farm WWTP bridge. The project will address deficiencies
that have been noted in previous bridge inspection reports, including scour protection,
patching of concrete cored slabs and wingwalls, and metal rail repairs.
3. BACKGROUND AND DESCRIPTION
Access to the Mason Farm WWTP is provided by a driveway through land owned by the
State of North Carolina. The driveway crosses Morgan Creek by a single lane, cored slab
bridge with two 30’ spans. The driveway and bridge are the only access into the WWTP.
The bridge is maintained by OWASA and is located within an access easement granted to
OWASA by the State. A recent inspection has noted that scour protection should be added
at one end bent and at the intermediate support. The report also noted rail and concrete
repairs that could be made.
4. SCOPE OF SERVICES
The engineering services required for this project are expected to be completed to meet the
objective outlined above and in general accordance with a scope of services as needed to
accomplish the tasks listed below. However, the final scope of services will be negotiated
with the selected engineering firm and may include modified and/or additional tasks.
1. Engineering services may include the following tasks:
a. Develop construction drawings for rehabilitation and repairs to the Maston
Farm WWTP bridge.
b. Prepare and submit permits for the project as need from Federal, State, and
Local agencies and authorities.
c. Assist OWASA with bidding the construction work and make a
recommendation of award.
d. Provide construction phase services to monitor the contractors work and to
insure compliance with the design and permits.
5. SUBMITTAL REQUIREMENTS
Responses to this RFQ must be received by OWASA no later than 2:00 p.m. EST on
Tuesday, December 16, 2025. To be considered, please email a PDF format of the

PDF submittals shall be letter-size format and limited to a maximum of 6 pages. The
total page count excludes the cover, cover letter, title sheets, dividers, and resumes.
Statement of Qualifications will be assessed on the following:
a) Project Team: list the proposed project team members, including sub-consultants
(if any), identifying their respective roles on the project. Each proposal shall
identify the primary contact and include resumes or relevant experience summaries
of key team members. The firm must have relevant experience with bridge repairs
and scour protection.
b) Team Experience: provide examples of previous, similar projects that the project
teams have completed or have in progress.
c) Project Approach: describe your proposed approach to accomplish the work
outlined in the Scope of Services above.
d) Project Schedule: provide schedule information, assuming Notice to Proceed is
issued on February 6, 2026.
6. SELECTION PROCESS
All questions regarding this Request for Qualifications must be emailed to Steven Bailey
at sbailey@owasa.org on or before December 10, 2025. Questions submitted after this
date will not be considered.
OWASA intends to select a firm on a qualifications basis within three weeks of receiving
the responses to this RFQ.
OWASA reserves the right to reject any and all proposals, to waive any and all formalities,
and to disregard all nonconforming or conditional submittals.
If OWASA cannot reach an agreement with the initially selected firm, OWASA will then
proceed to negotiate with other firms that submitted qualifications or will reissue the RFQ.
7. OWASA POINT OF CONTACT
Steven Bailey will be OWASA’s primary point of contact for all consultant selection
matters relating to this project.
8. SUPPLEMENTAL INFORMATION
