THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a Solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in this notice. This notice is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice. Responses will not be returned, and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, http://www.sam.gov, at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This Sources Sought Notice does not restrict the Government's acquisition approach on a future solicitation.



RESPONSES: Respondents to this notice should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses are to contain (1) Company Name, (2) Address, (3) Point(s) of Contact, Phone Number, email, (4) CAGE Code and (5) capability statement specific to the requirements of the attached DRAFT PERFORMANCE WORK STATEMENT (PWS), Exhibit A, Exhibit B, and Exhibit C. Responses should be formatted as either MSWord (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Description of Requirement: The contractor shall furnish project management, management analyst, and Logistician support for the Army Medical Logistics Command (AMLC). This PWS is a severable, non-personal professional services contract for highly skilled Subject Matter Expertise to facilitate AMLC’s planning, implementation, and execution of Headquarters of the Army (HQDA) and Congressional level reform. This strategic requirement is for complex services that necessitates highly skilled and technical personnel with a wide range of expertise in unique Army medical logistics (MEDLOG) Information Technology (IT) systems, knowledge in historical Medical Command (MEDCOM) business processes and portfolio management, knowledge of the Army Sustainment Enterprise, and experience and strategic acumen in Congressionally directed legislative change that represents the most transformative reorganization to Army Medicine in over 50 years. Army MEDLOG has unique and intricate problem sets and nuisances that are not found in other Department of Defense military branches or other Army commodities. The Army acts as the lead service for land force operations that must navigate contested supply chains and transportation challenges, and the distribution of medical materiel relies on the Army’s maneuver forces for transportation. In addition, the complexity of these services requires expert knowledge in the other Army commodity area business processes, IT systems (e.g. Global Combat Support System- Army, Theater Enterprise-Wide Logistics System, Logistics Modernization Program, and Army Enterprise Systems Integration Program Hub), and financial management so that the MEDLOG enterprise can assimilate into Army business processes. The Professional Services will support three major lines of effort: 1) AMLC Medical Logistics (MEDLOG) in Campaigning (MiC). 2) AMLC’s implementation of Army Senior Leader and Congressional guidance pertaining to the Army Campaign Plan (ACP) to Integrate Medical Logistics within Sustainment and National Defense Authorization Act (NDAA) 2023 Section 724. 3) Planning and implementation of critical AMLC Lifecycle Management Command (LCMC) functions. This requirement includes one (12) month base period of performance with four 12-month option period for Line of Effort 1,2 and 3. Contract personnel will work on-site at AMLC, 693 Neiman Street Ft. Detrick. MD.
