The subject requirement is for the acquisition of the following NSNs:

CLIN 0002: 4820-00-202-6250 COCK,PLUG

CLIN 0003: 4730-00-812-3040 COUPLING HALF QUICK DISCONNECT

All 3 above-stated NSNs are:

1. Critical Application Item (CAI)


2. Qualified Product List (QPL)

For this requirement, there is a Non-Manufacturer Rule in place and vendors can offer the materials of a large or a small business.

The FSCs for this requirement are 2940, 4820, and 4730. NAICS Code is 332996 - Fabricated Pipe and Pipe Fitting Manufacturing with 550 employees. An Indefinite Quantity Long-Term Contract with a 1-year base and 4 options years is anticipated. The total duration base plus option years shall not exceed 5 years. Solicitation will be issued as a Full and Open Competition. The solicitation will be available by October 3rd, 2025 at https://dibbs.bsm.dla.mil/rfp. Hard copies are not available. Increments and delivery schedules will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirement is at Destination for CLIN 0001 and 0002. Origin Inspection/Acceptance is required for CLIN 0003.

All responsible sources may submit an offer/quote, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery, surge and sustainment, and socioeconomic support.

The Defense Logistics Agency (DLA) Land and Maritime in Columbus, Ohio USA, has determined a consolidation of contract requirements is necessary and justified in accordance with FAR 7.107-2. The determination of such consolidation will be included with the publication of the solicitation SPE7LX25R0002.
