Standard Form of Request for Qualifications
This REQUEST FOR QUALIFICATIONS ("RFQ") from the Owner named below invites the submittal of a Statement of
Qualifications ("SOQ") from firms interested in providing design-build services for the Project described below. By submitting
an SOQ, the Proposer represents that it has carefully read the terms and conditions of this RFQ and all attachments and
Addenda and agrees to be bound by them. This RFQ is not an offer to enter into a contract, but merely a solicitation of
persons interested in submitting SOQ to the Owner for the Project.

SECTION 1: OWNER DESCRIPTION
1.1 General
The City of Monroe owns, operates, and maintains the Stewarts Creek Wastewater Pump Station as a component
of their wastewater collection system. The pump station currently has an approximate peak capacity of 5.5 mgd
with the 3 existing pumped installed. A 4th pump is currently planned for installation in June 2026. The existing
mechanical bar screen and screenings conveyance system has been a source of excessive maintenance over the
past years and Monroe has determined the system needs to be replaced as well as replacement of a manual screen
with a mechanical screen.
This project will be the first design-build for the City of Monroe Water Resources group.

SECTION 2: OVERVIEW OF PROJECT
2.1 General
The Stewarts Creek Wastewater Pump Station within the City of Monroe wastewater collection system is the
largest station within their system with a capacity of approximately 5.5 mgd. The station has two influent channels
with one containing a manually cleaned bar screen and the primary channel having a mechanically cleaning bar
screen with a ram press to transport the screenings to a disposal dumpster. The mechanical bar screen originally
discharged to a ram press that pushed the screenings up to an auger for the lift to the disposal dumpster. When
the auger system failed the staff reinforced the ram press system to push the screenings the full distance (25 ft
+/-) via a section of HDPE pipe that replaced the auger section. The system has also been susceptible to flooding
during high wet weather flows causing damage to drive units on the bar screen.
This upgrade would replace both of the bar screens with mechanical screens and a new screenings transport
system.
2.2 Project Objectives
* Establish a collaborative relationship between the Owner and the Design-Build Team to deliver quality
design and construction on time and within the Owner's budget.
* Minimize impacts to the pump station operations at the Stewarts Creek Pump Station.
* Provide a project that reliable screening operations and minimizes the need for maintenance beyond the
expected preventative maintenance.
* Provide seamless transition of the start-up activities to the Monroe operations and maintenance team.
* Design and construct a project that will achieve Design Excellence.
* Maintain a safe, injury free work site.
* Minimize impacts to Owner stakeholders and customers through close coordination with the Owner.
2.3 Scope of Work
The primary scope of work for this project is the replacement of both of the existing bar screens (mechanical and
manual) with two mechanically cleaned screens and the appropriate screenings conveyance system to a disposal
dumpster. The new bar screens should be designed such that any electrical and drive equipment is above the

high water level of the pump station. Operations staff have indicated that in recent years flooding of the wet well
area has been observed as high as the 90-degree elbow on the white PVC pipe in the photos below. The goal
would be to have all drive units above the wet well wall elevation.
Given that this is a major station for Monroe the continuous operation of the station during construction will be
required. The Maintenance of Operations plan for the pump station during construction that accounts for daily
flows and how to handle peak wet weather flows will be a critical component of the project design.
Four record drawing plan sheets of the pump station bar screen layout are attached in Exhibit E.

The Design-Builder will work with Monroe and their Owner Advisor (HDR) to determine the needed improvements,
final layout, sizing, and specific facilities to meet the goals of Monroe for this project. The Design-Builder will
provide the resources and staff to deliver the final project that will include, but not be limited to:
* Facility Planning and Preliminary Design - The Design-Builder will provide resources needed to
provide the facility condition assessment, planning and preliminary design information (i.e. materials,

concrete testing, site visits, etc., as required). Monroe desires to work with the design build team to
develop a project scope that incorporates creativity and innovation relative to costs, schedule, and
reliability and demonstrates a keen understanding of working within a strict funding limit.
* Permitting - The Design-Builder will provide the expertise and resources to determine the permitting
required to be completed and work with Monroe and the regulatory agencies to successfully obtain all
required permits. No investigation of the required permits has been conducted for this project.
* Detailed Design - The Design-Builder will provide the resources and expertise to complete the design of
a well-performing and reliable screening facility that meets or exceeds all regulatory requirements and
operations and maintenance goals of the project. Both the Preliminary Design and Detailed Design will
need to have an emphasis on Maintenance of Operations.
* Cost Estimating - The Design-Builder will be expected to have a high degree of accuracy of cost
estimating at all phases of design (10%, 30%, 60% GMP) such that development of the final GMP proceeds
seamlessly. It will be the responsibility of the Design-Builder to monitor costs during preliminary design
and immediately alert Monroe to any scope that likely exceeds the budget prior to detailed design
beyond 30% being initiated.
* Construction - Provide excellent construction expertise, management, and resources to complete the
project safely, on schedule, and within budget.
* Start-up and Commissioning - Provide the resources and expertise to start up the new facilities and
ensure they are reliably operating as planned. Commissioning includes coordinating and delivering
adequate operations and maintenance training on the new facilities, excellent documentation of the
structures and equipment via O&M manuals and record drawings, and satisfactory closeout of all
permits.
2.4 Estimated Budget
The estimated budget for the Scope of Work referenced in Section 2.3 and as further set forth in Attachment A is
currently __Three-million dollars__ ($3,000,000_).

2.6 Definitions
2.6.1 Business Day: any day on which the Owner is open for regularly conducted business.
2.6.2 Design-Builder: The entity with the prime design-build contract with the Owner.
2.6.3 Design-Build Team: All entities listed by the Design-Builder as providing services or construction on the
Project. The Design-Builder is not required to list all members of the Design-Build Team in the SOQ.
Members of the Design-Build Team may also be referred to as "Team Members."
2.6.4 Design Excellence: Design Excellence is achieved with design solutions that exceed the Owner's vision
and defined functional requirements for reliability, operational performance, ease of maintenance and
lowest lifecycle costs.

2.6.5 Key Team Member: Individuals who will be assigned to the Project who play an important role in the
design, construction, or management of the Project.
2.6.6 Procurement: The Owner's process for selecting a Design-Build Team for this Project.
2.6.7 Procurement Documents: All documents issued by the Owner in connection with the Procurement or
Project.
2.6.8 Projects of Similar Scope and Complexity: Projects that had completion dates within the last _10 ___
years and that have many or all of the following characteristics (Note: These are not minimum criteria but
considered the ideal experience level by which all project experience submitted will be evaluated against -
Up to 5 projects may be included in the SOQ as described in Section 4.2.3 below):
a. Projects of a similar size and budget that include design and construction of wastewater treatment
and pumping headworks systems. Experience with the replacement of mechanical bar screens at
wastewater treatment or pumping facilities will be considered as ideal but not required. All listed
projects should have a focus on mechanical process equipment installations within wastewater
facilities.
b. Projects that utilize an integrated delivery method that require strong coordination and integration of
the design and construction professionals and early involvement of the construction professionals
during design are ideal. Projects delivered by Design-Bid-Build are also acceptable however design
and construction reference projects count separately towards the total projects submitted.
c. Projects where the Design-Builder was selected prior to the establishment of the final price and
schedule and where the Design-Builder collaborated with the Owner to develop the final price and
schedule.
2.6.9 Proposer: The Proposer is the legal entity responsible submitting the SOQ and for delivering the project
and executing contracts for the project if they are selected as the Design-Builder. That could be the engineer,
constructor, or joint venture entity depending on the structure of the proposed team. Proposer shall also include any
and all members of the design build team.
SECTION 3: PROCUREMENT PROCESS
3.1 General Information
3.1.1 Compliance with Legal Requirements
This Procurement will be in accordance with N.C.G.S. 143-128.1A and all applicable federal, state, and
local laws, and Owner policies and procedures.
3.1.2 Communications with the Owner
a. Proposers are required to conduct the preparation of their SOQs with professional integrity and
free of lobbying activities. Communication with the Owner regarding this Project shall be via email or
regular mail only and directed to the following Owner's Representative: Ron Weathers, Project
Manager for City of Monroe; rweathers@monroenc.org. Do not communicate about the Project or
the Procurement with any other Owner employees, representatives, or consultants. Communication
with other Owner employees, representatives, or consultants regarding the Procurement may cause
the firm involved to be disqualified from submitting under this Procurement. Any verified allegation that
a responding Proposer or Team Member or an agent or consultant of the foregoing has made such
contact or attempted to influence the evaluation, ranking, and/or selection of short-listed Proposers
may be the cause for Owner to disqualify the Proposer team from submitting an SOQ or Proposal, to
disqualify the Team Member from participating in the Procurement, and/or to discontinue any further
consideration of such Proposer or Team Member.
b. Following the Owner's approval of the Short-Listed Proposers, the Owner anticipates that certain
communications and contacts will be permitted. The RFQ and/or other written communications from

Owner will set forth the rules and parameters of such permitted contacts and communications. To the
extent any Proposer intends at any time to initiate contact with the general public regarding the Project,
the nature of such intended contact and the substance thereof must be approved in writing by the
Owner prior to the commencement of such activities.
c. Any Proposers who have not had the opportunity to visit the site prior to the issuance of this RFQ
may schedule a site tour by contacting Ron Weathers at the email address noted above. The site is a
secure site with access across private property with active livestock operations such that no one should
attempt to go to the site without being escorted by appropriate City of Monroe personnel.
3.2 Owner Rights and Procurement Conditions
3.2.1 The Owner reserves without limitation, and may exercise at its sole discretion, the following rights and
conditions with regard to this Procurement process:
a. To cancel the Procurement process and reject any and all SOQs and/or Proposals;
b. To waive any informality or irregularity;
c. To revise the Procurement Documents and Schedule via an Addendum;
d. To reject any Proposer that submits an incomplete or inadequate response or is not responsive
to the requirements of this RFQ;
e. To require confirmation of information furnished by a Proposer, require additional information from
an Proposer concerning its SOQ and require additional evidence of qualifications to perform the
work described in this RFQ;
f. To provide clarifications or conduct discussions, at any time, with one or more Proposers;
g. To contact references who are not listed in the Proposer's SOQs and investigate statements on
the SOQs and/or qualification of the Proposer and any firms or individuals identified in the SOQ;
h. To consider Alternative Technical Concepts and/or approaches identified by Proposers;
i. To take any action affecting the RFQ process, or the Project that is determined to be in the
Owner's best interests; and
j. Approve or disapprove of the use of particular Subconsultants, Subcontractors, or Key Team
Members and/or substitutions and/or changes to Subconsultants, Subcontractors, or Key Team
Members from those identified in the SOQ. Such approval or disapproval shall not be
unreasonably exercised.
3.3 Outline of the Procurement Process
3.3.1 Request for Qualifications (RFQ).
a. This RFQ invites firms to submit SOQs describing in detail their technical, management, and
financial qualifications to design, permit, construct, commission, and close out the Project. The
issuance of this RFQ is the first phase of the Procurement process.
b. Proposers will submit their SOQ and other deliverables required pursuant to this Procurement at
the time and in the manner set forth in this RFQ and any Addenda. The Owner will not consider
SOQ or other deliverables that are submitted after the Time set forth in the RFQ. Proposers are
solely responsible for making sure that the Owner receives the SOQ in a timely fashion.
c. The Owner will evaluate the information submitted by each Proposer to 1) determine whether the
Proposer meets the mandatory minimum requirements and 2) evaluate the SOQ provided by each
Proposer pursuant to the evaluation system described below. Any Proposer who fails to meet the
mandatory minimum requirements set forth in this SOQ will be deemed non-responsive and will
not be considered further by the Owner in this Procurement.
d. All SOQ will be evaluated in accordance solely with the criteria established in the RFQ and any
