Questions and Concerns received from Anen Incorporation on June 29, 2026.
1. Tennis Court
Line item 6: Bidder to install new (2EA) steel electrical lighting poles, 20ft long x 4.5 In diameter
RFI: Please clarify the amount of lighting poles, as Mayor had mentioned to include the other 4 additional
lighting poles that was observed on the site visit. As well as for new foundation for said light poles.
Response: See Amendment #2.
2. Mayor had mentioned that there will be a gate (1EA) to be included in the bid, please clarify.
Response: See Amendment #2.
Questions and Concerns received from Elohim Construction on June 29, 2026.
1. Dededo Senior Center
a. Exterior Glass Cover Protector Lights: The whole set of lighting is to be remove and dispose, then
replace since cover cannot be purchased by itself.
Response: See Amendment #2.
b. Typhoon Shutter: The shutter is not plastic and it is accordion type.
Response: See Amendment #2.
c. Remove paint peel and repaint: Please confirm that it's basically the whole exterior concrete wall
including the underroof ceiling and parapet, and the concrete columns; and that excludes the
surrounding concrete fence.
Response: Yes.
2. Lencho Park Tennis Court
a. Is the summary of scope of work this: to remove entire existing rails (verticals and horizontals)
and the chainlink fabric, and then replace with a new set of fencing with a height of 10-ft., and
provide one entrance gate?
b. For the electrical lightings, is the contractor going to provide the lighting? If so, what specification
is required?

3. For Affidavits Required
Can we have one set notarized and then make a copy to submit for the other IFBs since they are at the
same date of submission. It is expensive for a small company like us.
Response: Each bid submission requires one (1) original notarized affidavit. As each bid is a separate
solicitation, photocopies of notarized affidavits submitted for other IFBs are not acceptable. Refer to
Sealed Bid Instructions, line 6(a), on page 13 of the solicitation packet.
Please Note: Follow-up/Clarification to the Questions and Concerns responses dated 7/30/2026 must be
submitted to the General Services Agency via email to bids@gsadoa.guam.gov no later than 5:00 PM, Monday,
August 3, 2026.
