This is a combined pre-solicitation/solicitation for commercial service prepared in accordance with the format in RFO Part 12, following RFO 12.201-1 Simplified Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the pre-solicitation/solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable.

1. The solicitation number is FA486126R0028. This solicitation is issued as a Request for Proposal (RFP). A single Firm Fixed Price (FFP) type contract will be awarded in the best interest of the government.

2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026.

3. This combined pre-solicitation/solicitation is being issued as a Total Small Business set-aside, and the associated NAICS code is 611620 (Sports and Recreation Instruction), Small Business Size Standard $9 Million.

4. Offeror shall provide a completed Price List with cost breakdown for the following CLIN structure below:

CLIN 0001 – Power Cycling Classes – 312 Classes (Base Year)

CLIN 1001 - Power Cycling Classes – 312 Classes (Option Year 1)

CLIN 2001 - Power Cycling Classes – 312 Classes (Option Year 2)

CLIN 3001 - Power Cycling Classes – 312 Classes (Option Year 3)

CLIN 4001 - Power Cycling Classes – 312 Classes (Option Year 4)

5. DESCRIPTION OF SERVICES: The 99th Force Support Squadron (FSS) at Nellis AFB has a recurring need for professional, certified instructors to conduct "Spin" and "Spin Flex" group exercise classes at the Warrior Fitness Center. The contractor must deliver approximately 312 classes annually during facility operating hours, submitting a finalized instructor schedule monthly.

6. Period of Performance (Base Year + 4 Option Years):

PoP Year 1 :1 October 2026 – 30 September 2027

PoP Year 2 :1 October 2027 – 30 September 2028

PoP Year 3 :1 October 2028 – 30 September 2029

PoP Year 4 :1 October 2029 – 30 September 2030

PoP Year 5 :1 October 2030 – 30 September 2031

8. Inspection and Acceptance: FOB Destination
