1. Request and Purpose
Morrow County is requesting written quotes from qualified vendors for one complete DJI
T100 agricultural drone generator bundle, or approved equal. The package must include the
airframe, remote controller, spraying system, batteries, charging equipment, adapter, inverter
generator, generator cover, warranty, and related components specified in this Request for
Quotes. All equipment must be mutually compatible and capable of being delivered,
inspected, and placed into service as a complete, turnkey operational system.
Brand and model references: Any manufacturer or model identified in this solicitation
is provided to describe the County's intended operational requirements and desired
level of quality, capacity, and compatibility. Unless expressly stated otherwise,
references shall mean "or approved equal." Vendors proposing an equivalent product
must identify the manufacturer and model and provide sufficient specifications
demonstrating that the proposed product meets or exceeds all stated requirements.
The County will determine whether a proposed equivalent is acceptable.

MORROW COUNTY WEED COORDINATOR. Any clarification, change, or interpretation
that modifies this RFQ will be issued only by written addendum. Vendors are responsible for
regularly checking the County's solicitation webpage and acknowledging all addenda in their
quotes.
4. Quote Submission Instructions
* Submit a complete quote by email to spointer@morrowcountyor.gov, or by mail, delivery
service, or hand delivery to Sandi Pointer, Risk and Procurement Manager, 215 NE Main
Ave., Irrigon, OR 97844.
* Email subject line or outside envelope must state: "Quote - DJI T100 Agricultural Drone
Generator Bundle, or Approved Equal - 2026-194-PR."
* The vendor is solely responsible for ensuring the complete quote is received by the
deadline. Late quotes will not be considered.
* Quotes must remain valid for at least 60 calendar days after the quote deadline.

6. General Equipment Requirements
* All equipment must be new, unused, current production, and furnished with all standard
components needed for normal operation.
* All components must be mutually compatible and include required cables, connectors,
mounting hardware, adapters, software, and manufacturer documentation.
* Vendor must identify manufacturer part numbers, model numbers, and any backordered
or delayed items.
* Equipment must comply with applicable federal, state, and local laws and manufacturer
safety requirements.
* The County may inspect and test the equipment before acceptance and may reject
nonconforming or damaged items.
7. Delivery, Warranty, and Support
* Vendor shall state whether freight and delivery are included and identify the proposed
delivery location and delivery date.
* Risk of loss remains with the vendor until delivery, inspection, and written acceptance by
the County.
* Provide manufacturer warranty information for each new item and identify the nearest
authorized service provider.
* Provide electronic operator manuals, safety information, setup instructions, and warranty
documents at delivery.
* Any safety recall, shipping damage, missing component, or nonconforming item must be
corrected at no additional cost to the County.
8. Quote Requirements and Evaluation
A complete quote must include the completed pricing form, manufacturer/model information,
availability and delivery timeline, warranty and service information, disclosed exceptions, and
an authorized signature. The County intends to select the lowest responsive quote from a
responsible vendor that meets all requirements, after considering any applicable Oregon
statutory preference or evaluation adjustment.

The County reserves the right to reject any or all quotes, waive minor informalities, request
clarification without allowing a material change, cancel or revise this request when in the
public interest, and issue a purchase order only after required County approval.
9. Oregon Public Contracting Requirements
This procurement is conducted under applicable provisions of ORS Chapters 279A and 279B
and Morrow County Procurement and Contracting Policy FIN.003. By submitting a quote, the
vendor certifies that the quote is genuine, made without collusion or fraud, and that the
vendor will comply with applicable tax, nondiscrimination, licensing, and public contracting
requirements.
