1. Invitation and Project Overview
Morrow County invites qualified, licensed roofing contractors to submit proposals to furnish
all labor, supervision, materials, equipment, permits, safety controls, temporary protection,
disposal, and incidentals necessary to replace the roof serving the Library/Museum Room at
444 N. Main Street, Heppner, Oregon 97836.
The County does not have an engineer's estimate or a complete engineered design for this
work. Proposers are responsible for field verification and must provide a complete, itemized
cost proposal, quantities and assumptions, a description of the proposed roofing system, and
all exclusions. The intent is to award a complete and watertight roof replacement based on
best value to the County.

3. Site Visit and Existing Conditions
A site visit is strongly encouraged so proposers can verify roof dimensions, access, staging
constraints, existing roofing conditions, drainage, flashing, penetrations, adjacent
construction, and protection needs. To schedule a visit, contact Tony Clement at 541-240-
1791. Any visit must be completed before the proposal deadline.
* Proposers must take their own measurements and confirm all quantities and conditions
affecting the work.
* Statements by County personnel during a site visit do not change the RFP. Only a
written addendum issued by the County may modify the solicitation.
* Discovery of concealed or differing conditions after award will be handled only through
the written change-order process.
* The contractor must coordinate access and keep the occupied facility weather-tight,
secure, and safe throughout construction.
4. Scope of Work
The selected contractor shall provide a complete roof replacement system appropriate for
the existing structure and local conditions. The final contract scope will incorporate the
accepted proposal, clarifications, and any negotiated refinements.
4.1 Investigation, Measurements, and Submittals
* Field-measure the roof area, perimeter, transitions, curbs, drains, scuppers, gutters,
downspouts, penetrations, and tie-ins.
* Document the existing assembly and identify the proposed removal and replacement
approach.
* Provide manufacturer product data, system specifications, color/finish selections,
installation requirements, and proposed warranty before ordering materials.
* Identify permits, inspections, engineering, or code-related work included in the
proposal. Do not assume the County will obtain contractor-required permits.
4.2 Demolition and Preparation
* Protect the building, museum/library contents, occupants, landscaping, paving, and
adjacent improvements from water, dust, debris, and damage.

* Remove and lawfully dispose of existing roofing materials and associated components
to the extent required for the proposed system.
* Inspect exposed substrate/decking and promptly document deterioration or unsafe
conditions.
* Prepare substrates in accordance with code and roofing-manufacturer requirements.
Include an allowance and unit prices for deck repairs as shown in the cost schedule.
* Provide temporary dry-in and emergency weather protection whenever the existing roof
is opened.
4.3 New Roofing System
* Provide a complete roofing assembly suitable for the existing building, including
underlayment, vapor/air control layers where required, insulation or cover board where
proposed or required, membrane/shingles/panels, adhesives or fasteners, and all
accessories.
* Provide positive drainage and properly integrate all valleys, edges, transitions,
penetrations, curbs, drains, scuppers, gutters, and downspouts.
* Replace or modify flashings, counterflashings, edge metal, pipe boots, sealants, and
related sheet metal needed for a watertight installation.
* Meet applicable building, fire, energy, wind-uplift, and manufacturer requirements.
Identify any exceptions or design assumptions in the proposal.
* Use materials from compatible systems and install them so the manufacturer's
specified warranty is available to the County.
4.4 Closeout
* Remove debris, equipment, surplus materials, and temporary protections; leave the
site clean and undamaged.
* Complete final inspection and correction of punch-list items.
* Provide warranties, product data, color information, maintenance instructions,
photographs of concealed work, permit sign-offs, and lien/claim releases required for
final payment.
* The contractor shall complete all construction, punch-list corrections, inspections,
cleanup, and required closeout documentation no later than June 30, 2027.
5. Contractor Responsibilities and Minimum Qualifications
* Hold an active Oregon Construction Contractors Board license appropriate for the work
and remain eligible to receive an Oregon public works contract.
* Use experienced roofing supervision and installers trained or approved for the
proposed system.
* Obtain and maintain all required business licenses, permits, certifications, and
registrations.
* Comply with OSHA requirements and provide a site-specific safety plan, fall protection,
barricades, and daily housekeeping.
* Coordinate work to minimize disruption to County operations and immediately repair
damage caused by the contractor or subcontractors.

* Verify that subcontractors are properly licensed, eligible, insured, and compliant with
public works requirements.
6. Public Improvement and Prevailing Wage Requirements
This project is designated as a public improvement and a public works project. The
contractor and every subcontractor shall comply with all applicable provisions of ORS
chapters 279A and 279C, including ORS 279C.800 through 279C.870, applicable BOLI
administrative rules, and all requirements stated in the final contract documents.
* Workers must be paid not less than the applicable Oregon prevailing wage rate for the
type of work performed. If federal Davis-Bacon requirements also apply, workers must
be paid not less than the higher applicable state or federal rate.
* The applicable BOLI prevailing wage rate publication and amendments are those in
effect when the initial specifications are first advertised. The County will identify and
attach or incorporate the controlling publication before release.
* The contractor and subcontractors must file a public works bond with the Oregon
Construction Contractors Board before beginning work unless a statutory exemption
applies, and must provide required notices of any claimed exemption.
* The contractor must submit certified payroll reports and other records in the form and
at the intervals required by law and the contract.
* The contractor must comply with applicable overtime, posting, recordkeeping, and
PWR fee requirements.
* The County may withhold payment for missing or deficient certified payroll reports or
other noncompliance as permitted by law.

7. Proposal Content and Organization
Submit a concise proposal in the following order:
1. Cover Letter. Identify the legal business name, address, primary contact, telephone,
email, Oregon CCB number, and authorized signer.
2. Project Understanding and Approach. Describe existing-condition assumptions,
proposed roof system, removal and installation approach, protection of the occupied
facility, quality control, and closeout.
3. Itemized Cost Proposal. Complete the pricing schedule in Section 8 and state all
quantities, unit costs, allowances, taxes, fees, assumptions, and exclusions. Prices
must include prevailing wage labor.
4. Schedule. State the anticipated mobilization date, material lead time, construction
duration, and proposed substantial-completion date. The proposed schedule must
demonstrate that all work, including punch-list corrections and closeout requirements,
will be fully completed no later than June 30, 2027.
5. Qualifications and Experience. Describe at least three similar roof projects completed
within the last five years, preferably on occupied public or historic/cultural facilities.
6. Project Team and Subcontractors. Identify the project manager,
superintendent/foreman, key trades, and known subcontractors.

7. Warranties. State contractor workmanship warranty and manufacturer material/system
warranty, including term, coverage, exclusions, and inspection requirements.
8. Compliance and Certifications. Complete and sign the certifications in Section 11 and
acknowledge all addenda.

12. Contract, Insurance, and Bonding
The selected proposer must execute the County's public improvement contract and furnish
documentation required by the County before work begins. At a minimum, the final contract
is expected to address the following:
* Commercial general liability, automobile liability, workers' compensation, and any other
insurance required by County policy; County additional-insured,
primary/noncontributory, waiver, and endorsement requirements as applicable.
* Performance and payment bonds, proposal security, and public works bond
requirements to the extent required by law or the final solicitation and contract.
* Indemnification, defense, damage responsibility, safety, permits, compliance with law,
records, audit, and public-records requirements.
* Progress payments, retainage, certified payroll, change orders, substantial and final
completion, warranties, correction of work, and termination.
* No substitution, extra work, or price increase without prior written authorization from the
County.
13. Reservations and General Conditions
* The County may reject any or all proposals; waive minor informalities; seek
clarification; cancel, delay, or reissue the solicitation; or modify the scope through
addendum when in the public interest.
* The County is not obligated to award a contract or reimburse proposal costs.
* A proposal may be deemed nonresponsive if it is incomplete, unsigned, conditioned in
a manner inconsistent with the RFP, materially deviates from requirements, or omits
required pricing or certifications.
* The County may investigate responsibility, including licensing, financial capacity, safety
history, claims, references, debarment status, and ability to complete the work.
* Protests must be submitted in the manner and within the time allowed by applicable
Oregon law, County policy, and the notice issued by the County.
* The final contract, not this RFP alone, authorizes and controls performance of the
work.
