RFI - 26 Aug 26
Question 1. The Statement of Work states that OHARNG will load and transport the waste via dump truck to the licensed disposal facility. However, the solicitation describes the requirement as hauling the material. Please confirm whether OHARNG will perform all loading and transportation or whether the contractor must provide hauling.
Answer 1. Requirement is for waste disposal, the government will provide transportation of waste as described in the statement of work.
Question 2. Section C states that disposal must be completed by September 15, 2026, while Section F identifies a performance period of September 15 through October 1, 2026. Please confirm the required completion date.
Answer 2. See amendment to solicitation resolving this issue.
Question 3. CLIN 0001 lists a quantity of 1,980 “Each.” Please confirm that each unit represents one short ton.
Answer 3. Short ton is correct 2000lbs.
Question 4. Please confirm the required method for submitting bids, including whether bids must be submitted electronically or delivered as sealed physical offers. If electronic submission is permitted, please provide the applicable email address or portal.
Answer 4. This requirement is a commercial services construction contract. Quotes are requested via electronic submission.
Question 5. The SOW requires a licensed disposal facility within 125 miles. May the proposed receiving location be a licensed municipal solid-waste transfer facility, or must it be the final disposal landfill?
Answer 5. Either option is acceptable as long as waste is removed.
Question 6. Based on the mixed composition described in the SOW, must all material be accepted and priced as municipal solid waste, or may eligible portions be managed as construction and demolition debris?
Answer 6. That is unknown to us. You may request a site visit in accordance with the solicitation documents to review the material if it is helpful to you.
Question 7. Please confirm whether the Government requires both a firm-fixed total price for the estimated 1,980 tons and a separate per-ton rate for quantities exceeding 1,980 tons.
Answer 7. Requested quote is for 1,980 tons of material, requested additional per ton pricing for additional waste not accounted for in the estimated total quantity. Firm-fixed for both.
Question 8. If OHARNG is providing transportation, please identify the anticipated truck types and configurations, including whether the trucks have standard dump-body tailgates and any special unloading requirements.
Answer 8. We have multiple trucks. A site visit is encouraged.
Question 9. Please provide the anticipated daily tonnage, approximate number of trucks, planned delivery hours, and desired facility turnaround time.
Answer 9. This depends on the waste facility proposed.
Question 10. The solicitation materials appear to reference differing NAICS information. Please confirm that the applicable NAICS code is 562119 and identify the controlling small-business size standard.

Amendment 1 - 24 Aug 26 - Eliminate conflict in the period of performance. Remove text "Must be completed by 15 September 2026" from block 10 and Section C. Eliminate NAICS Code inconsistency. NAICS Code 562119 (Other Waste Collection) is the
code assigned to this acquisition. Reference to NAICS 237990 is removed.

Solid Waste Disposal phase requires 1,980 tons of accumulated non-hazardous debris (including vegetation, soil, and building materials) to a licensed facility.
Government will provide equipment and labor to load and haul waste, vendor will coordinate with licensed facility to receive waste.
Vendor must be able to be on site within 3 hours when needed to resolve issues as required.
Estimated contract award: 1 August 2026
Start of performance within 3 days of contract award: Estimated - 5 August 2026
Completion: 15 days after contract award
