Scope of Work
Qualified contractors are invited to submit sealed bids for furnishing all labor, materials, equipment, and services necessary to complete the following work at the COSS / Park facility:
Building and Site Improvements
-
Replace (2) 8’ porch columns with trim and paint.
-
Provide and install (1) cabinet with mirror in the women’s restroom.
-
Provide materials and labor for 1 square of architectural shingles for roof repair.

Repair 10’ × 12’ ceiling area, including stain blocker and paint finish.

Provide and install (1) commercial outdoor sink faucet and frame a 36” × 48” area beneath sink with doors.

Provide and install (1) 3/0 × 6/8 R/H metal door with closer, hinges, and lockset.
-
Provide and install (1) 3/0 × 6/8 L/H metal door with closer, hinges, and lockset.

Provide and install (3) restroom stalls with ADA-compliant grab bars.
Exterior & Fencing
-
Repair front gates at building; adjust hitch, wheels, and gate alignment.

Repair or replace 985 linear feet of 4’ high chain-link fence and posts.

Repair or replace 633 linear feet of 6’ high chain-link fence and posts at baseball field.
-
Repair 12’ wide × 6’ high gate at baseball field.
Concrete and Flooring
-
Demolish 11’ × 19’ concrete floor area and replace with new concrete and 10-mil vapor barrier.

Replace interior flooring with commercial-grade vinyl flooring.
Parking Lot
-
Re-stripe 36 standard parking spaces and (2) ADA-compliant spaces.
Bid Submission Requirements
Each sealed bid must include:

Itemized cost by trade or line item.

Estimated project schedule and completion time.

Proof of valid South Carolina contractor license.

Proof of insurance (general liability and workers’ compensation).
Submission Instructions:

Clearly mark the envelope “COSS / Park Improvements – Sealed Bid.”

Deliver no later than December 1, 2025, at 2:00 PM ET to the address above.

Late submissions will not be accepted.

Bids will be publicly opened on Thursday, December 4, 2025, at 3:30 PM ET in the Public Service Administration Building, 1st Floor – Council Chambers, 201 West Main Street, Kingstree, SC 29556.
Optional Site Visit
A non-mandatory site visit may be scheduled upon request prior to the bid due date.
All site-visit requests must be submitted no later than November 20, 2025, at 3:00 PM ET.

Additional Information
This solicitation follows the Williamsburg County Procurement Code (2009), the South Carolina Consolidated Procurement Code §11-35-1520, and SCPRT procurement requirements under 2 CFR 200.317–.320.
Award will be made to the lowest responsive and responsible bidder. Williamsburg County reserves the right to reject any or all bids and waive informalities.
