1. INTRODUCTION
The Paradise Irrigation District (PID) invites qualified human resources professionals or
consulting firms to submit proposals for Human Resources Mentor and Consulting
Services. The selected consultant will partner with PID’s Human Resources (HR) & Payroll
Manager (PR) to strengthen the District’s HR program, ensure compliance in all areas of
human resources administration, and support managers through practical tools, training,
and guidance.
This engagement is designed to build capacity within the District’s HR function,
standardize key HR processes, and create a comprehensive HR toolkit to promote
consistent, compliant, and fair management practices.
2. BACKGROUND
Paradise Irrigation District is a California special district providing water service to the
community of Paradise. The District continues to rebuild and professionalize its operations
following significant recovery and modernization efforts. PID maintains a small,
collaborative workforce and values transparency, accountability, and integrity in all aspects
of public service.
The District’s Human Resources (HR) & Payroll Manager (PR) oversees recruitment,
benefits, payroll, labor compliance, employee relations, and risk management. To enhance
organizational performance and compliance, PID seeks a consultant experienced in
public-sector human resources, labor relations, and manager training to serve as both a
mentor and strategic partner.
3. SCOPE OF WORK
The consultant will work collaboratively with the Human Resources (HR) & Payroll Manager
(PR), both onsite and remotely as needed, as well as with District leadership to accomplish
the following objectives:
A. HR Program Development and Compliance
Conduct a review of current HR systems, policies, and procedures for compliance
with California and federal employment laws, including FMLA, CFRA, ADA, FLSA,
and Cal/OSHA.
Develop and implement a District-wide HR compliance calendar and audit
checklist.
Develop and implement procedures on interactive process procedures, family leave
management, and reasonable accommodation documentation.
Develop procedures to support consistent application of discipline and ensure
compliance with applicable MOU provisions.
B. HR Toolkit for Managers
Design and produce an HR Manager Toolkit to support consistent supervisory
practices, including:
o Templates and guidance for performance evaluations.
o Disciplinary action forms, checklists, and documentation protocols.
o Leave of absence tracking tools.
o Training logs and completion tracking templates.
o Quick-reference summaries of employee rights and manager
responsibilities.
Develop supporting forms, letters, and checklists to standardize HR transactions
and documentation across departments.
C. Employee Handbook and Policy Development
Review and update the existing employee handbook or develop a new one to align
with current laws, MOUs, and District values.
Ensure policies address workplace conduct, leaves, benefits, discipline,
confidentiality, safety, and performance expectations.
Provide clear, plain-language explanations to enhance employee understanding and
reduce risk.
D. Mentorship and Professional Development
Serve as a mentor and advisor to the Human Resources (HR) & Payroll Manager
(PR), offering professional guidance on complex HR issues.
Provide structured mentoring sessions focused on developing long-term HR
leadership capacity.
May offer coaching or short workshops for supervisors on topics such as
documentation, evaluations, and corrective action.
E. Training and Evaluation Systems
Provide guidance on the development of a training tracking system or framework to
record, monitor, and report required employee certifications, safety trainings, and
professional development activities.
Assist in modernizing the performance evaluation process to ensure consistency,
fairness, and alignment with District goals and values.
Develop evaluation forms, scoring criteria, and documentation standards.
4. DELIVERABLES
The consultant will provide:
1. HR Program Assessment Report with prioritized compliance and improvement
recommendations.
2. HR Manager Toolkit containing templates, forms, and guides.
3. Updated Employee Handbook (or new draft).
4. Performance Evaluation and Discipline Framework with associated tools.
5. Review of or Development of a Training Tracking System or template.
6. Mentorship Plan and Session Summaries documenting progress.
7. Final HR Capacity-Building Report summarizing achievements and recommended
next steps.
5. QUALIFICATIONS
Minimum five years of professional HR experience in or consulting for California
public agencies.
Strong understanding of public-sector labor relations, and applicable employment
law.
Demonstrated expertise in employee discipline, evaluation systems, and policy
development.
Experience working with unions and advising management on MOU application.
Certifications such as SHRM-CP, PHR, or CalPELRA Labor Relations Academy
preferred.
Excellent communication, facilitation, and mentoring skills.
6. PROPOSAL SUBMISSION REQUIREMENTS
Proposals must include:
1. Cover Letter expressing interest and understanding of the project.
2. Firm or Consultant Background and experience summary.
3. Approach and Work Plan detailing methodology, deliverables, and timeline.
4. Qualifications and Key Personnel (with resumes).
5. Cost Proposal, specifying hourly rates, retainer options, or fixed-fee pricing.
7. TERM AND BUDGET
The anticipated contract term is six to twelve months, with an option to extend based on
performance and need. The budget will be determined through negotiation based on
proposed scope and available funds.

9. QUESTIONS
