The County has had a contract in place since 2014, for American Society of Addiction Medicine (ASAM) Level 1 Outpatient Treatment Services for up to six (6) hours per week for children and adolescents and Level 0.5 Early Intervention and Education. This Request for Proposals (RFP) is seeking a licensed provider who can meet ASAM criteria for Level 0.5 and Level 1 for children and youth who are uninsured or underinsured. The resultant contract from the RFP will be provided funds for the purpose of administrative supports for these efforts. For children and youth who have Medicaid or private insurance, the provider should bill the public mental health system or private insurance provider accordingly.

The County seeks to award one (1) contract as a result of this RFP to an experienced and qualified licensed entity to provide a program of ethnically and culturally relevant outpatient substance use education and treatment services for children and adolescents (individuals under the age of eighteen – “Clients”) and their families in a facility or facilities provided by the Offeror. Clients may be referred by child protective services and/or Department of Juvenile Service (DJS), from a Montgomery County school, or be self-referrals, and some may require services in Spanish or other languages. The youth referred may have private or public health insurance or be uninsured or underinsured.

For the purposes of this RFP, “Level I Outpatient Services and 0.5 Education/Early Intervention Services” are defined as an organized nonresidential treatment service or an office practice with addiction professionals and clinicians providing professionally directed alcohol and other drug (AOD) treatment.  This treatment occurs in regularly scheduled sessions, totaling less than six (6) hours
(Level 1) per week of recovery or motivational enhancement therapies/strategies.  Examples include weekly individual therapy and/or family therapy, weekly or twice-weekly group therapy or a combination of the two in association with participation in self-help groups and/or Level 0.5 psychoeducation substance use classes.

The County wishes to provide a Level 1 and Level 0.5 ASAM outpatient program of substance use treatment and education services to a static caseload of approximately fifty (50) clients at any one point in time.  The average length of treatment for successful Clients is anticipated to be six (6) months, therefore, the dynamic capacity (number treated per year) is estimated to be one hundred (100) Clients and their respective families.
The total estimated for Fiscal Year 26 (July 1, 2025 – June 30, 2026) compensation for the contract resulting from this RFP is $346,983.72 for all services. This amount is an estimate only and the County makes no guarantee of a specific compensation amount.  All compensation payable under any contract resulting from this solicitation is subject to and contingent upon the County Council’s appropriation and encumbrance of funding for the program described in this solicitation.  In the event the County receives additional funding for services requested under this solicitation, the County reserves the right to expand the existing scope of services and increase compensation for the resulting contract. Such additional services are not guaranteed and will only be requested if funds for additional services are appropriated and encumbered by the County.  Additional services may be added during negotiations or via a contract amendment to the contract resulting from the solicitation.

Offeror’s proposals must include specific information on any proposed subcontractors if applicable.  Subcontractors and their roles must be identified in the Offeror’s proposal, including a description of how services will be delivered.  If subcontractor(s) will be used, Offerors are encouraged to include Letters of Intent in their proposals.  The County will contract with the lead organization who will be responsible for the subcontractor’s/partner’s work.  If the Offeror proposes to utilize any subcontractors to provide certain program services, the Offeror must indicate the name(s) of subcontractors and provide a plan for how any subcontractors will be utilized.  All subcontractors are subject to County review and approval.
