OVERVIEW
1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Agency of Digital
Services, on behalf of the Green Mountain Care Board, (hereinafter the “State”) is seeking to
establish contracts with one or more companies that can provide Health Data Infrastructure
Transformation Support.
1.2. CONTRACT PERIOD: Contracts arising from this RFP will be for a period of two years with an
option to renew for up to three additional twelve-month periods. The State anticipates the start
date for such contract(s) will be August 2026.
1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in
writing to the State Contact listed on the front page of this RFP. Actual or attempted contact with
any other individual from the State concerning this RFP is strictly prohibited and may result in
disqualification.
1.4. BIDDERS’ CONFERENCE: A non-mandatory bidders’ conference will be held remotely at the date
and time indicated on the front page of this RFP.
1.5. QUESTION AND ANSWER PERIOD: Any bidder requiring clarification of any section of this RFP or
wishing to comment on any requirement of the RFP must submit specific questions in writing no
later than the deadline for question indicated on the first page of this RFP. Questions may be e-
mailed to the point of contact on the front page of this RFP. Questions or comments not raised in
writing on or before the last day of the question period are thereafter waived. At the close of the
question period a copy of all questions or comments and the State's responses will be posted on
the State’s web site http://www.bgs.state.vt.us/pca/bids/bids.php . Every effort will be made to
post this information as soon as possible after the question period ends, contingent on the number
and complexity of the questions. All information provided by vendors during this process will be
public and bidders shall not provide confidential information, except as described in 4.1 below.
1.6. CHANGES TO THIS RFP: Any modifications to this RFP will be made in writing by the State through
the issuance of an Addendum to this RFP and posted online at
http://www.bgs.state.vt.us/pca/bids/bids.php . Modifications from any other source are not to be
considered.
1.7. SOURCE OF FUNDS: This project is being funded in whole or in part using federal monies. If a bidder
requires assistance in preparing their proposal or needs guidance on socioeconomic certifications,
the bidder may contact the VT APEX Accelerator. The APEX Accelerator specializes in helping small
businesses navigate the documentation associated with State and Federal procurement. Their

2. DETAILED REQUIREMENTS/DESIRED OUTCOMES
Please see Attachment 7.6 for details related to the Rural Health Transformation Grant that is funding this
project.
2.1. Background
The State of Vermont (State) has been awarded federal funding through the 2025 Rural Health
Transformation (RHT) Grant, in part, to support the transformation of the State’s health data
infrastructure. The funds will be distributed over five years. In years one and two, the Green Mountain
Care Board (GMCB/Board), the State entity responsible for core data (e.g., VUHHDS, VHCURES,
etc.) critical to the State’s health data infrastructure, is prioritizing:

Configuring GMCB’s data infrastructure within the Statewide Data Lake managed by the
Agency of Digital Services (“Statewide Data Lake”) (the Statewide Data Lake is for internal
State use and enables sharing across agencies),
Modernizing data ingestion from external submitters,
Governing data so that it is stewarded well, of quality, documented, and fit for purpose,
Ingesting major datasets into the Statewide Data Lake, and
Embedding strong project governance, management, communication, and change
management practices.
The Year 1 and 2 strategy for the RHT initiative is intentionally designed to build a modern, reliable
data infrastructure while simultaneously creating a staffing model that enables embedded team
members to effectively join the GMCB in this work. By establishing foundational capabilities—such
as modernized ingestion pipelines, entity resolution, robust governance practices, and Agile project
management—the plan ensures that new team members can integrate seamlessly into ongoing
operations and contribute meaningfully from day one.
The staffing approach, which includes architects, engineers, governance roles, and change
management support, is structured not merely to deliver technical outputs but to embed shared
practices, transparent workflows, and durable organizational capacity within GMCB. This model
positions embedded staff to become fully aligned partners in advancing data modernization,
strengthening operational agility, and sustaining long-term transformation.
Years 3 and following will be executed depending on the availability of funding. Future years and
phases of this work will include moderate priority datasets and integration of the new data
environment into standard workflows focusing on advancing governance, the enterprise data model,
AI-driven automation and analytics, a culture of data literacy, and operational sustainability.
The Agency of Digital Services (ADS) is Vermont’s centralized, full-service technology agency. ADS
has established a shared responsibility model for data management. Through this procurement,
ADS is working to establish an environment that GMCB staff can use to self-serve data management,
analysis, and use activities while building on the established common platform and framework and
supported by ADS in the Statewide Data Lake.
2.2. Existing Technology Environment
The Board is currently engaged in a project to standardize and improve their existing Azure DevOps
(ADO) and Azure Databricks environments by fully integrating them and establishing more mature
agile practices and processes.
ADO is the organization’s centralized DataOps environment, supporting Agile workflow management,
automation, knowledge management, and reporting across governance, data, and operational
activities.

The State has implemented a Statewide Data Lake on AWS, following a medallion architecture and
focusing on native services. The State maintains standard templates that must be utilized to ingest
and schedule processing of data. Part of the scope of this RFP is to implement the following
architecture for the GMCB.
