Boyertown Borough Traffic Signal Upgrades Project

Project Description: The Boyertown Borough Council will receive sealed online bids for construction of the Boyertown Borough Traffic Signal Upgrades Project via PennBIDtm. The scope of work generally includes traffic signal improvements i.e., traffic signal poles, controller assemblies, traffic signal vehicular signals, pedestrian signals, detection, EVP, UPS, signal cabling, controller timing adjustments, and other construction elements associated with traffic signals. The bid will be for furnishing all labor, materials, supervision, and services associated with the Boyertown Borough Traffic Signals Upgrade Project.
Bids will be accepted until December 17, 2024 at 3:00 PM prevailing time via PennBIDtm. Bids will be opened, and summary of the results will be made public after Bids are due. Bids will have a tentative award date of January 6, 2025. Faxed bids will not be accepted.
The work indicated will be at a minimum, partially funded via Green Light-Go (GLG) grants from the Pennsylvania Department of Transportation, and Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the GLG grant agreements, which has been entered into by Boyertown Borough, and the Commonwealth of Pennsylvania. The agreements obligate Boyertown Borough to certain compliance requirements. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.

For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/ and agree to be submitted on the forms furnished in the bid package. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Boyertown Borough in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Boyertown Borough.
There is no pre-bid meeting scheduled for this project advertisement.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for DBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Boyertown Borough reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non- collusion affidavit contained in the contract documents.
