RFP-9517 - Infrastructure Sustainability & Modernization Assessment

Project Description: The Allegheny County Department of Information Technology is evaluating the long-term sustainability of its current infrastructure, hosting, and operational models. The County operates a hybrid environment that includes on premises data centers, Azure usage, vendor managed systems, and internally administered applications and platforms.
The County seeks an experienced partner to conduct a practical, implementation oriented assessment focused on infrastructure sustainability, operational resiliency, modernization opportunities, and future hosting strategy. The goal is to identify rational, incremental modernization steps while aligning future investments with operational realities, staffing capacity, and anticipated hiring plans.
The County is not seeking a wholesale redesign or a theoretical future state disconnected from operational constraints. Recommendations must be practical, prioritized, and actionable, enabling incremental modernization that can be delivered internally.
