Summary

The State reserves the right to request Descriptive Literature of the supplies or services being offered in the bid response. If requested, the Descriptive Literature will be made a part of the bid evaluation process.

INVITATION TO BID INSTRUCTIONS
Instructions, Terms and Conditions for Bidding (revised 01/29/26, attached) apply to this solicitation.

STANDARD TERMS AND CONDITIONS
The State of Ohio Standard Terms and Conditions (revised 03/31/25, attached)  apply to this solicitation and will govern any resulting Contract.

EVALUATION: Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. PDF Quote must be included in bid. Failure to quote all items or provide PDF Quote with 60-90 day price-validity may deem the quote non-responsive . The State will not be responsible for any costs not otherwise specified. Inquiries must be submitted through the OhioBuys Inquiry Field.

CONTRACT AWARD: The contract will be awarded to the lowest responsive bidder by low lot total. The low lot total will be determined by multiplying the unit prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

DESCRIPTIVE LITERATURE:
The Bidder may be required to submit descriptive literature of the supplies or services being offered. If requested, the literature will be used in the evaluation process to determine the lowest responsive and responsible bidder. If not provided as part of the bid response, the Bidder must provide said literature within seven calendar days after request/notification by the Office of Procurement Services to do so. Failure of the bidder to furnish descriptive literature either as part of their bid response or within the time specified herein may deem the bidder not responsive.

OPTIONAL SITE VISIT:
Prior to submitting their response, bidders may visit the OIU Maumee Facility.  in order to become familiar with the requirements of the solicitation. Once a Contract is awarded, failure of the bidder to have performed a site visit to become familiar with the requirements of the solicitation will be insufficient reason to support any request to be released from the Contract.

The optional site visit will be held Tuesday June 23rd, 2026 at 11:00 AM at OIU Facility 1722 Indian Wood Circle, Maumee, OH 43537 . The site visit will begin promptly at 11:00 AM, barring any unforeseen circumstance that results in delay of site visit.
Pre-registration is required (see below).

Please arrive 15 minutes early to complete registration and sign-in.

Bidders must Pre-Register with Parker Hearst at pehearst@dps.ohio.gov by 2:00 PM (EST) on Monday, June 22, 2026 . Note: This contact person is for registration only – solicitation questions are not permitted. The following information is required for Pre-Registration for each individual person attending: Company Name; First and Last Name; E-mail address; and Phone Number. The State cannot ensure attendance at the site visit for Offerors that fail to Pre-Register by the deadline.
