Bid Type: Job Contract Locations: State-Wide Keywords: Architect and Engineering (Building), Engineering , Consultant Services, Planning and Design Services Bid Description: The State of Vermont Seeks Bold Thinkers and Doers to Develop a Pre-Permitted Statewide Plan Set for ADUs and Missing Middle Homes The Vermont Department of Housing and Community Development (DHCD) is offering a unique, high-impact opportunity to help tackle the state’s housing shortage. We're seeking a visionary firm or expert team with experience in architecture, offsite construction, land use planning, and small-scale rural development. The selected bidder will develop a Vermont-specific design and pre-permitted construction plan set for “missing middle” homes—helping homeowners, small developers, and municipalities deliver more housing in compact, walkable neighborhoods. This project builds on the Homes for All initiative and includes exploring how communities can become “Development-Ready” to boost housing production. This project is more than a design challenge—it’s a chance to shape policy, support local action, and expand access to housing in underserved areas. Are you ready to think creatively, streamline housing development, and deliver practical, scalable solutions? If you’re committed to housing innovation, rural vitality, and community-centered design—we encourage you to submit your proposal.
