Justification, Statutory Authority: FAR 13.501(a)(2)(i) For a proposed contract exceeding the simplified acquisition threshold, but not exceeding $750,000, the contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief will serve as approval, unless a higher approval level is established in accordance with agency procedures.

Synopsis:

This is a Sole Source synopsis published for informational purposes only.

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Aerospace Driven Technologies, Inc. located at 2807 Catherine Way Santa Ana, CA 92705to supply an F-22 Cockpit Simulator at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to Aerospace Driven Technologies, Inc. being the only capable vendor to supply product.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:

Aerospace Driven Technologies, Inc. (DBA Driven Technologies) is the only vendor capable of providing this requirement and they do not have any authorized resellers of their equipment. The F-22 Cockpit must be compatible with and able to interface with current systems. Purchasing a different cockpit would require substantial duplication of cost the government and unnecessary time to develop. Additionally, the system is proprietary to Boeing and Lockheed due to aircraft configurations which would require cooperation with those contractors in order to develop any other solutions which could take approximately a year or more to achieve.

During the Market Research Phase, multiple avenues were thoroughly explored. The Buyer conducted part number searches through NASA SEWP and GSA databases; however, no matching results were identified. Consequently, a Request for Information (RFI) was issued via SAM.gov from August 11 to August 15, 2025 where one vendor responded. The Buyer submitted the vendor's capability statement to the Mission Partner, initiating conversations regarding the technical aspects of the requirement. Following these clarifications, the Mission Partner concluded that the vendor was not capable of fulfilling the requirement. Contracting encouraged the vendor to work with Boeing and Lockheed to continue to pursue a viable solution in the future.

There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.
