Project Context

The Chisago County HRA-EDA and the City of Center City is requesting proposals for basin reconstruction and vegetation cleanout services at the City Office and Bayview site. The scope of work includes berm repairs, sediment removal, and basin restoration activities for both the North and South Basins. In addition, the North Basin requires removal of a deteriorated, abandoned pipe.

Option A

1. North Basin Berm Repair (reference attached photos A & B)

Work under this scope includes the reconstruction and stabilization of the existing North Basin berm. Activities shall consist of:

  • Clearing and removal of trees, brush, and overgrown vegetation as necessary to access the existing berm washout area, with all cleared materials exported from the site.
  • Installation of a new 12-inch HDPE outlet pipe and plastic storm overflow structure (existing pipe size is unknown).
  • Locate, properly remove, and dispose of the existing abandoned corrugated pipe associated with the basin.
  • Backfill the removed pipe alignment with appropriate approved fill material.
  • Properly compact fill to prevent settlement and restore the area to match surrounding grades and conditions.
  • Placement of topsoil over the reconstructed berm.
  • Native seeding and installation of erosion control blanket on all disturbed areas.

2. North Basin Vegetation Cleanout

Work includes restoring basin capacity and functionality through vegetation management:

  • Removal of accumulated sediment and all existing shrubs, plantings, brush, and overgrown vegetation within the basin.
  • Importation and placement of sand and compost rain garden soil mix across the basin floor if needed.
Option B

3. South Basin Vegetation Cleanout (reference attached photo C)

Work includes sediment and vegetation removal within the South Basin:

  • Removal of accumulated sediment and all existing shrubs, plantings, brush, and overgrown vegetation.
  • Importation and placement of sand and compost rain garden soil mix across the basin floor if needed.

PROVIDE SPECIFIC INFORMATION ON APPROXIMATE QUANTITIES, PIPE LENGTHS, TOPSOIL DEPTH, SEEDING MIX, BLANKET TYPE, AND RELATED ITEMS, AS THIS LEVEL OF DETAIL MAY AFFECT BIDDER PARTICIPATION AND SELECTION.

The requesting party seeks a proposal that includes either Option A, Option B, or a combined approach incorporating both options to maximize cost and labor efficiencies. The options are defined within the project context outlined on Page 3 of the attached file.

B. Qualifications & Experience
Proposers must demonstrate qualifications and experience relevant to the scope of work by providing:
• Experience with comparable stormwater basin, pond, or rain garden projects
• Specialized expertise related to basin reconstruction, erosion repair, or vegetation management.

Special Requirements:
C. Licenses, Certifications & Insurance
Proposers shall provide copies or written confirmation of the following:
Licenses & Certifications:
• All required local and State of Minnesota licenses applicable to excavation, grading, and stormwater work
• Any relevant professional or industry certifications.

Insurance Requirements:
Proof of current insurance coverage, including:
• General Liability Insurance
• Workers’ Compensation Insurance
• Professional Liability (Errors & Omissions), if applicable.

D. Proposed Scope & Approach
Proposers must submit a clear narrative demonstrating their understanding of the project and outlining their proposed approach. Proposals shall include separate cost information for each option when proposing only a single option and must address the following elements:
North Basin Berm Repair
North Basin Removal of Abandoned Pipe
North Basin Vegetation Cleanout
South Basin Vegetation Cleanout

Proposers must clearly state:
• Services included
• Services excluded (e.g., replanting, reseeding basin bottoms)
• Anticipated challenges and how they will be addressed.

E. Staffing & Subcontractors
Proposers shall identify:
• Primary point of contact for the project
• Any subcontractors proposed for the work and their certifications.

F. Schedule & Availability
Proposers must provide:
• Proposed project schedule and duration
• Procedures for addressing unforeseen conditions or emergency repairs.

G. Pricing & Cost Structure
Proposers must submit itemized, transparent pricing that clearly defines what is included.
At a minimum, pricing should address:
• North Basin Berm Repair (lump sum)
• North Basin Abandoned Pipe Removal (lump Sum)
• North Basin Vegetation Cleanout (lump sum)
• South Basin Vegetation Cleanout (lump sum)

Pricing must also disclose:
• Payment terms
• Any assumptions or allowances.

H. Reporting & Communication
Proposers shall describe their communication and documentation approach, including:
• Coordination with City staff and property representatives (SMR, Bayview Apts)
• Documentation provided (photos and notes).
