AHERA Three Year Asbestos Inspections
July, 2026
General Considerations
The Nashua Public School District consists of students enrolled in grades PK-12.
Facilities include 12 Elementary Schools, 3 Middle Schools, 2 High Schools,
Administration building, Plant Operations Building and Alternative School.
The Nashua Schools are accredited by the New England Association of Schools
and Colleges. Additionally, all of the Schools within the District are fully approved by the
New Hampshire Department of Education.
The district takes a progressive approach to the maintenance of facilities, and the
20 buildings currently owned by the district are constantly evaluated with respect to needs
for renovations and repairs. Five of the buildings were constructed within the past twenty
years, and specifications for construction dictated that no asbestos containing materials
(ACBM) be used in these facilities. These are the Brian S. McCarthy Middle School,
Pennichuck Middle School, the Administration Building, and Nashua High - North.
Additionally, a full renovation and reconstruction of Nashua High School South involved
the complete removal of all ACBM, with construction materials specified to be non-
ACBM. All other buildings have been renovated over the past twenty years, and the
identified asbestos containing materials that were considered damaged or disturbed
during the project were effectively abated. Asbestos Management Plans exist for each of
the schools.
The Asbestos Hazard Emergency Response Act (AHERA) specifies that buildings
within a School District be inspected every three years by a certified consultant firm. The
inspection will result in a report updating the Asbestos Management Plan currently in
existence for each building. The district is releasing this RFP for inspection services
related to this three-year inspection.
Contract award shall be based on qualifications and cost. This invitation to
submit a proposal in no way commits the City of Nashua to make an award or reimburse
your company for any expense incurred in responding to this request. All proposals
become the property of the City of Nashua and if accepted become legal binding
agreements with the Nashua School District.
Scope of Work
The following must be included with the submission of your proposal:
1. For each of the school buildings, provide for an accredited AHERA Inspector
on site, and a Management Planner to review and complete the AHERA
Reinspection report. Personnel must possess current State of New Hampshire
credentials.
2. Each existing site Management Plan shall be reviewed, and the condition of
the ACBM previously identified shall be reassessed.
3. There shall be a visual inspection of all materials previously considered non-
friable ACBM, and the material shall be touched to determine whether it has
become friable since the last inspection.
4. For each homogeneous area of newly friable material that is assumed to be
ACBM, bulk samples shall be collected and submitted for analysis in
accordance with AHERA 763.86 and 763.87.
Testing will only be performed on materials considered friable and
requiring immediate attention, or if specifically requested by the district.
5. Assess, under AHERA 763.88, the condition of the newly friable material in
areas where samples are collected, and non-friable materials in areas that are
assumed to be ACBM, and recommend a plan of action.
6. Record all applicable and required reinspection documentation and submit this
documentation to Christopher Lessard, LEA designee under AHERA 763.84,
within 30 days of the reinspection work. The inspector/management planner
names, signature, and credential numbers will accompany all applicable
records.
7. Include copies of New Hampshire certification/ license for individuals
responsible for the reinspection.
8. Present a certificate of insurance for all personnel and for services rendered.
9. The following buildings shall be inspected as part of this RFP:

Bicentennial Elementary (renovated 1996)
Birch Hill Elementary (renovated 2024)
Broad Street Elementary (renovated 2016)
Charlotte Avenue Elementary (renovated 2013)
Dr. Crisp Elementary (renovated 1996)
Fairgrounds Elementary (renovated 2012)
Ledge Street Elementary (renovated 2012)
Main Dunstable Elementary (renovated 2024)
Mt. Pleasant Elementary (renovated 1988)
New Searles Elementary (renovated 1993)
Sunset Heights Elementary (renovated 2018)
Fairgrounds Middle School (renovated 2020)
Franklin Street School (renovated 2022)
10. Identify areas where labeling of ACBM is required.
11. Prepare and submit two (2) copies of the completed report.

Pricing Considerations
Pricing shall include the following:
1. Lump Sum Cost for inspecting the schools listed above, and the existing
management plans.
2. Cost per sample (Collection/ Processing and Analysis)
(Pricing shall be all inclusive and cover travel costs and expenses.)
Contractor Responsibility
Bidders are required to show recent experience in performing asbestos
inspections. Of particular importance will be proven evidence of ability to successfully
perform inspections on time and within budget. To evaluate the competency and financial
responsibility of a bidder, the bidder shall furnish the following information:
1. The address and description of the Bidder’s place of business
2. The name and or Articles of co-partnership or incorporation, as appropriate
3. A list of inspections completed during the previous twelve (12) months,
including the names and contact information of all owners involved.
4. A statement regarding any past, present or pending litigation with an owner or
governmental agency.
5. Such additional information as may be required to satisfy that the bidder is
adequately prepared to fulfill the contract.
6. Sufficient documentation to ensure that the Bidder is in compliance with the
current fair employment practice requirements of the City of Nashua.
Disqualification of bidders
Any one or more of the following causes may be considered sufficient for the
disqualification of a bidder and the rejection of his/her proposal.
1. Evidence of collusion among bidders.
2. Failure to present information requested in above list.
3. Inability to present required certificates and proof of insurance
4. Poor references from recent clients
Schedule and Time Frame
Inspections shall be completed by August 14, 2026 and the report shall be
presented to the Nashua School District within 30 days of completing the inspections.
Quote Submittal
All quotes shall be submitted in a sealed envelope addressed to the Nashua School
District Plant Operations Department at 38 Riverside Street Nashua NH 03062 by May
29, 2026 no later than 2:00 PM.
Notice of Award
The contract shall be deemed as having been awarded when the formal notice of
acceptance of his/her proposal has been duly served upon the intended successful bidder
by the Chief Operating Officer of the Nashua School District # 42.
