1. INTRODUCTION. The County of Lake is inviting sealed proposals from qualified contractors for
the abatement and removal of dilapidated lakebed structures along the shoreline of Clear Lake. The
project includes two sites located along Highway 20 in Clearlake Oaks.
The County, acting as the trustee of the submerged lands of Clear Lake, administers these areas in
accordance with the Lake County Code of Ordinances, Chapter 23, Shoreline Ordinance. All
structures located within public trust lands are required to be maintained in safe and proper
conditions and must support public trust purposes, including navigation, recreation, water quality,
and environmental protection.
The County has identified certain structures that are not in compliance with these requirements.
Property owners have failed to adequately maintain, repair, or remove these structures. As a result,
the County intends to abate these conditions through the removal of noncompliant structures and
restoration of the project sites.
Proposals should be submitted in accordance with the requirements of this solicitation, which are
contained herein.
2. SCOPE OF SERVICE.
Quantities of Work: The County has identified two dilapidated lakebed structures as being
potential navigation hazards and/or public safety risks. The Contractor will abate by removal those
identified structures and properly remove and dispose of materials.
Work Area: Projects areas are limited to the lands within Clear Lake from the ordinary highwater
mark (OHWM, also referred to as 7.79 feet Rumsey) and lakeward, or to areas immediately
adjacent to the OHWM.
