design services for:
Commerce Boulevard and US 101 North Off/On Ramp
Intersection Improvement Project CIP# 2024-09
I. General Description of the Project
This Request for Proposals is for design and consultant services for the Commerce Boulevard
and US 101 Off/On Ramp Intersection Improvement Project, CIP# 2024-09. The general scope
of the project provides for roadway improvements at the above referenced intersection to
alleviate increased traffic as part of the Graton Rancheria Casino Expansion as provided in
Attachment A-Feasibility Study, and Attachment B- Preliminary Design.

III. Scope of Services
The City of Rohnert Park is seeking professional design services to prepare bid documents
(Plans, Specifications and Construction Estimate - PS&E) for the Commerce Boulevard and US
101 North Off/On Ramp Intersection Improvement Project, CIP# 2024-09. The City anticipates
that the work will need to include the following general elements, but any missing relevant
scope shall be included by the Design Consultant as well:
General Engineering and PS&E
- Preparation of the project schedule encompassing the tasks and duration for both
design and construction phases
- California Environmental Quality Act (CEQA) compliance support. This project was
identified as part of the Final Tribal Impact Report for the Graton Resort & Casino

Expansion Project dated May 2023, as Mitigation Measure 4.13-5; 3. Staff is seeking
consultant confirmation that no further action is required to meet CEQA.
- Assistance with all required permits (Caltrans encroachment permit) including meetings
as necessary to obtain permits and any progress or final inspections
- Three iterations, 60%, 100%, and Final PS&E for City review (allow 2 week review period
by City)
- Attend meetings, virtually, as necessary, to coordinate drawings, review City plan
comments as required, and/ or to check on overall project status, and schedule
- PS&E package to include front end specifications (City to provide upon award), full size
drawings, technical specifications, engineer's construction cost estimate, and estimated
construction schedule
- Consultant to design in accordance with the scope and bounds depicted in Attachment
B- Preliminary Design.
- Consultants to refer to Attachment A - Feasibility Study for preliminary design and
addition project requirements and Attachment B - Preliminary Design for additional
information.
Bidding Assistance
- Assist Public Works with the formal project bidding process, including coordinated
schedule development prior to bidding
- Assist Public Works with written responses to ALL technical questions/clarifications
during project bidding process
- Assist Public Works with Issuance of Addenda as directed by Public Works
- Issue the Conformed Set of Drawings
Services during Construction
- Consultant to attend pre-construction meeting
- Consultant to attend construction progress meetings virtually with the option for on site
as necessary
- Consultant must be available to visit the project site if an issue arises during
construction and/or at the request of the City within 24 hours of the request
- Consultant to Assist Public Works with responses to ALL RFIs during construction
- Consultant to Assist Public Works with the review and approval of project submittals
- Consultant to Assist Public Works with construction change order.
- Consultant to assist with completion of punch list items, including attendance at the
punch walk.
- Produce any changes to the drawings as necessary
- Consultant to prepare record-drawings in both AutoCAD and PDF using the as-builts
prepared during construction. A PDF showing the "as-built" condition shall also be
produced by the consultant and provided to the City

IV. Delivery Schedule
The City would like to advertise this project for construction in June, 2027.
V. Minimum Proposal Requirements
Consultants interested in providing these services should submit one PDF copy of a proposal.
Your proposal should include the following items:
a. Cover Letter: The cover letter is to be signed by an officer of the firm authorized to
execute an agreement with the City and shall include the following:
1. Identification of Consultant;
2. Brief overview of qualifications of Consultant. Please include a discussion of
your engineering background;
3. Contact information (phone and e-mail) of the officer making the proposal;
b. Key Personnel: Include a brief statement of the capacity and availability of your firm.
Note that the scope of service includes PS&E. A minimum of one Professional Engineer
will need to be on your proposed team. Resumes of personnel may be provided;
c. Sub-consulting (if your firm is partnering with another firm or using a sub-consultant,
please describe their role and capabilities);
d. Scope of Work: Provide detailed Scope of Work for the proposed project, describing
each proposed task and deliverables that can be used as an attachment in the
Consultant Services Agreement.
e. Schedule: Provide a detailed schedule, including major milestones and delivery dates.
f. Fees:
1. In a separate PDF, provide a detailed fee proposal by task for the services
identified in the scope of services, including hourly rate for different tasks,
vehicle usage rates, equipment usage rates, etc. Please ensure pricing as
submitted in proposal is valid for 120 days.
2. Consultant to provide an optional separate line item for a 20% contingency of
Consultant's total cost proposal.
VI. Review Process
Consultant selection will be based upon the proposal submitted. Evaluations will be based on
the consultant's experience, personnel, proposal soundness, and schedule. The scoring matrix
is included as Attachment C of the RFP.
City may request additional clarifying information from any or all consultants that submit a
proposal. Responses to this RFP will be evaluated and the top-rated consultant(s) may be
interviewed. The lead members of the consulting team will be expected to attend any
interviews scheduled with the City.
The City will then negotiate a contract for Consultant Services with the consultant that is
determined the most qualified. If an acceptable cost cannot be negotiated with the top ranked

consultant, the City reserves the right to negotiate with the second ranked consultant (and so
on) until an agreement can be reached.
At the end of the Review Process, staff will notify all consultants and the selected consultant
will be awarded a contract with the City. Said contract will have the terms as indicated in the
City Consultant Services Agreement. The terms of the contract agreement has specific
insurance requirements, which is included as part of the RFP.
VII. General Terms and Conditions
a. The City reserves the right to reject any and all proposals and to award any or all
sections of the work to one or multiple consultants.
b. The City will not be responsible for any costs incurred by respondents in the preparation
and submittal of a response to this RFP. City staff will make a recommendation to the
City Council, who will award the agreement based upon the City's Consultant Services
Agreement.
c. The City reserves the right to modify the scope of the work for this project at any time.
d. Documents, drawings and findings (regardless of format) that are associated with this
project shall be the property of the City.
e. Fee proposals included with the submitted proposal shall remain effective for 120 days
beyond the submitted date.
f. The Consultant agreement will be the City's Consultant Services Agreement. This
agreement contains the City's insurance requirements that must be met prior to
execution of the agreement.

This report is organized into sections that reflect the order in which work was completed, following interim
decisions made based on the results of each step, as follows.
Traffic Operations Analysis
TRAFFIC OPERATIONS
Traffic count data was used to determine current operation for the study ANALYSIS
intersections as well as operations projected 20 years into the future
using forecasts obtained from the Sonoma County Transportation and
Climate Authorities (SCTCA) travel demand model. Based on this
analysis, potential alternatives were developed to improve traffic PRELIMINARY DESIGN

Cost Estimates
The probable cost of constructing the proposed improvements was determined, including design fees,
environmental documentation, permits, and right-of-way acquisition.
Benefit Cost Analysis
The collision histories for the study locations were reviewed and the potential for reducing crashes and improving
safety determined. Benefit Cost Ratios (BCRs) were developed for use in prioritizing alternatives.
Recommendations
Preferred alternatives were identified for each study intersection based on the analysis and resulting BCR.
