  1. MISSION & GUIDING PRINCIPLES
The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans. OhioMHAS strives to be a national leader in implementing a comprehensive, accessible, and quality-focused system of addiction and mental health care and wellness for all Ohio citizens.
  1. PURPOSE
The Ohio Department of Mental Health and Addiction Services ( Ohio MHAS) is seeking proposals from qualified contractors to provide on-site art therapy service at Heartland Behavioral Healthcare located at 3000 Erie Street South, Massillon, Ohio, 44646 .

  1. BACKGROUND
Heartland Behavioral Healthcare is a 152-bed inpatient care facility for acute mentally ill adults. The service contractor shall provide art therapy for our patients which can greatly enhance their healing process.

  1. SCOPE OF WORK AND DELIVERABLES
Art Therapist to conduct art activity and/or therapy sessions with the patients at Heartland Behavioral Healthcare. Art Therapy will be conducted up to 8 hours weekly on the grounds of Heartland Behavioral Healthcare. Art Therapist must be able to work with a diverse population with the mental Health diagnoses and behavioral issues. Through Art Therapy, the Therapist will provide patients benefits for psychological, physical, and social well-being. Art therapy will help patients improve the quality of life, help manage stress, improve communication, increase self-confidence, and decrease depression and anxiety symptoms. Art Therapist to offer 1-1.5 hour group sessions to help patients identify emotions, offer strategies to assist with emotional regulation, develop stress relieving coping skill, and help facilitate a method of communication. Documentation such as treatment plan interventions, participation, engagement and progress will be entered into the patient record. Therapist must keep up on all trainings, pertaining to Heartland Behavioral Healthcare Policy’s.

  1. MINIMUM QUALIFICATIONS OF CONTRACTOR

Contractor shall be registered as an Art Therapist and have worked as an Art Therapist for 2 years. Experience required working with patients who have a mental illness diagnosis.

  1. Evaluation Process

  2. OhioMHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:
  3. OhioMHAS’s initial review of all proposals for timely submission;
  4. An evaluation committee review of the proposals for defects and scoring;
  5. OhioMHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
  6. Negotiations or best offer requests.

  7. At its sole discretion, OhioMHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. OhioMHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.
  8. Proposal Evaluation Criteria

  9. In the proposal evaluation phase, OhioMHAS staff or reviewers selected by OhioMHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.

    Proposer has submitted a cost proposal that is complete, and the
    quality of the proposal demonstrates proposer’s ability to successfully
    complete all deliverables within a budget considered reasonable.
