Description
Synopsis: Replacement of the outdoor gravity flow biomechanics and kinematics experimental swim tunnel, Aquatic Biomechanics and Kinematics Station (ABiKiS).

This is a Pre solicitation Notice Only. The USGS Office of Acquisitions and Grants, Reston Branch, Reston Virginia intends to issue a Request for Proposal (RFP) for Replacement of the outdoor gravity flow biomechanics and kinematics experimental swim tunnel, Aquatic Biomechanics and Kinematics Station (ABiKiS)

PUBLICIZING: The official solicitation and its attachments will be issued on or about August 20, 2025 (the date is subject to change) and will be posted to the SAM.gov website at https://sam.gov/content/home.

ESTIMATED MAGNITUDE: Between$1,000,000.00 and $5,000,000.00

TYPE OF PROCUREMENT: It is anticipated that a firm-fixed price construction contract will be awarded requiring submission of both a technical, past performance, and price proposal. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price, and other factors considered. A payment bond will be required; a performance bond will be required, and a bid guarantee will required.

The contract is expected to be awarded by September 2025. Federal Construction Wage Rates for Franklin County Massachusetts.

AM REGISTRATION: All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code 237990- Other Heavy and Civil Engineering Construction, and NOT have any exclusion such as a delinquent federal debt or debarment.

SITE VISIT: Only one (1) site visit is scheduled for this action. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirements and conditions that may affect the cost of the project, specifications, and performance

Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation because of this notice. NOTE: No additional information is available until the solicitation is released. No offeror list is maintained by the Contracting Officer. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from SAM.gov website at https://sam.gov/. Once logged into the SAM.gov website, change the search criteria to Contract Opportunities and type in the Solicitation Number 140G0125R0016 in the field. It is, and will continue to be, all potential offeror's responsibility to monitor SAM.gov website for any amendments, updates, responses to questions and answers. All responsible sources may submit a proposal which shall be considered by the agency.
