Description: Engineering firm shall guide the city through the accreditation process for the City of Olean levee system, (according to 44 CFR NFIP Regulation 65.10) starting with data collection, freeboard analysis and a needs assessment of the entire levee system. Work shall be completed as soon as possible so the City may continue towards accreditation or provisional accreditation before the new effective FIRM maps are issued. Data Collection: The selected firm shall collect all available information from City of Olean, FEMA, NYS DEC and Army Corps of Engineers. Analysis: The selected firm shall review and analyze collected data and determine whether each segment of the Olean levee is adequate for FEMA Certification. Needs Assessment: The selected firm shall prepare a list of recommendations for which segments may meet FEMA Certification, those segments where additional information is needed (and additional cost may be incurred), and those segments which likely need to be upgraded to meet FEMA Accreditation. Deliverables: The selected firm shall prepare an Engineering report that compiles the data, analysis and identifies the needs and all deficiencies in the current levee system. Also, identify what is needed to bring those sections into compliance with FEMA standards for accreditation and an engineering estimate as to what cost could be associated with bringing those sections of levee into compliance to achieve accreditation.
