REQUEST FOR PROPOSAL
REAL ESTATE BROKERAGE SERVICES
SECTION 1. PURPOSE
Clear Creek County (“County”) is seeking proposals from qualified, licensed real estate brokerage firms with demonstrable experience in commercial property marketing, valuation, and disposition to provide brokerage services for the sale of one or more County-owned properties.
This RFP initiates the selection of a brokerage team to list and sell the first identified County property, with the expectation that a minimum of two additional County-owned properties may be listed at a later date if the contractual relationship proves successful.
The County may interview firms prior to award and reserves the right to modify the process based on submitted proposals.
sECTION 2. Background
Clear Creek County is a mountain community located west of Denver, consisting of the municipalities of Georgetown (County seat), Idaho Springs, Empire, and Silver Plume, as well as several unincorporated communities. The County owns several parcels slated for disposition as part of long-term asset management planning.
2.a. First Property to Be Listed
Property: 1531 Colorado Boulevard, Idaho Springs, Colorado
Type: Commercial
Summary: This parcel consists of an existing structure situated along the Colorado Boulevard commercial corridor within the City of Idaho Springs. The location fronts a high-visibility section of the community with established commercial activity. The County is seeking a brokerage firm capable of evaluating local market conditions, advising on valuation supported by a defensible methodology, and executing a targeted marketing strategy for disposition.

2.b. Additional County Properties
The County anticipates listing two or more additional County-owned properties after successful completion of the first listing agreement. The selected firm may be awarded these listings at the County’s discretion.
SECTION 3. bidder qualifications
Responding firms must:
• Hold an active Colorado real estate broker’s license.
• Demonstrate commercial real estate expertise, including valuation, marketing, and transaction management.
• Provide evidence of successfully listing and selling comparable public or commercial properties.
• Ensure that the proposed lead broker will serve as the primary point of contact throughout the engagement.
sECTION 4. Scope of Services
The selected brokerage firm shall provide, at minimum, the following services:
1. Property Valuation & Pricing Recommendation
o Conduct a market analysis and provide a recommended listing price for the subject property, supported by methodology, market data, and comparable sales.
2. Marketing Plan
o Develop and implement a comprehensive marketing strategy to include online listing platforms, commercial real estate networks, signage, print materials, outreach to prospective buyers, and other industry-standard practices.
3. Brokerage Services
o Manage inquiries, schedule and lead showings, coordinate due diligence, negotiate offers and counteroffers, and provide regular updates to County staff.
4. Reporting Requirements
o Maintain a consistent communication plan including regular updates, weekly or bi-weekly activity summaries, status reviews, and recommendations.
5. Contract Management & Closing Coordination
o Manage the transaction from offer to closing, including assisting with inspections, appraisals, title process, and closing documentation.
6. Future Property Listings
o The firm may be awarded additional property listings upon successful performance, subject to County approval.
SECTION 5. REQUIRED SUBMITTAL
Firms must include the following in their proposal:
1. Company Profile & Experience
o Summary of firm background, size, service offerings, commercial brokerage experience, and identification of the primary contact and lead broker.
2. Marketing Approach
o Description of how the firm will market County parcels, including online and print strategies, signage, network outreach, and unique methods applicable to mountain/Front Range markets.
3. Scope of Services Provided
o Clarify exactly what services will be included as part of the listing agreement.
4. Proposed Fee Structure
o Provide commission rates or alternative compensation structures, including disclosure of any additional fees.
5. Suggested Listing Contract Term
o Provide a recommended listing duration for the initial property.
6. Client Updates Protocol
o Describe methods and frequency of communication and status updates.
7. Proposed Listing Price & Methodology
o Submit a recommended listing price for 1531 Colorado Boulevard with a brief explanation of methodology, supporting data, and comparable properties.

SECTION 7. COMMUNICATION & SUBMISSION REQUIREMENTS

Late submissions will not be considered.
Restrictions on Communication
Firms may not contact County staff, elected officials, or evaluation committee members outside of the designated contact person. Any violation may result in disqualification.
SECTION 8. RESERVATIONS
Clear Creek County reserves the right to:
• Reject any or all proposals.
• Waive informalities or technical defects.
• Request clarification or additional information.
• Modify the RFP as needed.
• Terminate or re-issue this RFP at any time.
The County is not responsible for any costs incurred in preparing proposals.
SECTION 9. CONTRACT STRUCTURE
The successful firm will enter into a standard Colorado real estate listing agreement identifying Clear Creek County as the seller. Because a listing agreement is considered an employment contract under Colorado law, the County intends to begin with only one property and evaluate performance before awarding additional listings.

Addenda
The County reserves the right to issue addenda to the Request-for-Proposal at any time as a result of questions, change in schedule or other matters.
Changes
The County also reserves the right to cancel or reissue the Request-for-Proposal.
