Description: BPCA hereby requests proposals (a “Proposal” or the “Proposals”) from qualified sustainability consultants (individually, a “Proposer” and collectively, the “Proposers”) for inclusion on a pre-qualified panel of consultants which may be called upon to provide Sustainability Consultant Services from time to time, on an as-needed/as-requested basis (the “Pre-Qualified Panel”). Such services shall include, but are not limited to: a) technical support and advisory services, b) programmatic support, c) preparation and analysis of feasibility studies and pilot studies, d) policy design and analysis, e) transactional/leasing support, and f) preparation of formal presentation ma ter ials . BPCA encourages consultants with relevant expertise to submit a Proposal on one, multiple, or all of the following Categories, depending on each Proposer’s capabilities:
Proposers should clearly state in their Proposal which Category, or Categories, they are proposing to provide. The Pre-Qualified Panel is subject to the approval of BPCA’s Board Members. This solicitation does not modify or affect existing contracts, and any Proposer with an existing BPCA contract is encouraged to submit a Proposal. As this solicitation has been issued to develop a list of pre-qualified vendors and will result in the award of a number of prime contracts, no MWBE or SDVOB goals have been established at this time. However, BPCA will assess each work assignment issued pursuant to this solicitation for MWBE and SDVOB goals prior to award. This assessment will include the potential availability of MWBE/SDVOB goal waivers or exclusions for each of the individual prime contracts. Proposers need not submit MWBE utilization plans at this time. Interested parties may download the complete request for proposals (“RFP”) via the link provided below or by visiting BPCA’s website at www.bpca.ny.gov and clicking on the “Opportunities” tab. All Proposals must meet the requirements listed in the RFP . As stated in the RFP, firms in ter ested in responding to the RFP must complete the Mandatory Forms Packet located on BPCA’s website at https://bpca.ny.gov/wp-content/uploads/2015/03/Mandatory-Forms.pdf . The completed forms must accompany the firm’s proposal. Restricted Period: Proposers are restricted from making contact with anyone other than the Designated Contacts ( identified below) during the period from the time of publication of this advertisement through approval of the procurement contract by BPCA (the “Restricted Period”). Employees of BPCA are required to record certain contacts during the Restricted Period, including, but not limited to, any oral, written or electronic communication with a governmental entity under circumstances where a reasonable person would infer that the communication was intended to influence the governmental entity’s conduct or decision regarding the governmental procurement, and to make a de ter m ination of responsibility based, in part, upon any such contact. Failure to abide by this process may result in a finding of non-responsibility.
