REQUEST FOR Quotes (RFQ)
TOWING AND RECOVERY SERVICES
CITY OF CARTERSVILLE, GEORGIA
The City of Cartersville is seeking proposals from qualified towing and recovery companies to
provide towing, recovery, and roadside assistance services for the City’s fleet of vehicles,
equipment, and apparatus on an as-needed basis.
PURPOSE
The purpose of this Request for Quotes (RFQ) is to establish a contractual relationship with a
qualified vendor capable of providing prompt, professional, and reliable towing and recovery
services for City-owned vehicles and equipment both within and outside the City limits.
SCOPE OF SERVICES
The selected contractor shall provide towing, recovery, transport, and related services for City-
owned vehicles and equipment, including but not limited to:
• Fire Trucks
• Garbage Trucks
• Boom Trucks
• Trailers
• SUVs
• Pickup Trucks
• Passenger Vehicles
• Tractors and Heavy Equipment
• Miscellaneous Public Works Equipment
The City’s largest vehicle currently in service is a Ladder Fire Truck weighing approximately 80,000
pounds.
Services may include:
• Standard towing
• Heavy-duty towing
• Accident recovery
• Winching and extraction
• Equipment transport
• Emergency roadside assistance
• After-hours and weekend response
• Out-of-town towing and recovery
MINIMUM QUALIFICATIONS
Proposers must:
1. Be properly licensed and insured to operate within the State of Georgia.
2. Demonstrate experience providing towing and recovery services for heavy-duty municipal
and emergency vehicles.
3. Maintain sufficient equipment and staffing to respond to service calls in a timely manner.
4. Have the capability to tow and recover vehicles weighing up to 80,000 pounds.
5. Provide 24-hour emergency response services, seven days per week.
6. Maintain a secure storage facility if vehicle storage is required.
RESPONSE TIME
The proposer shall indicate average response times for:
• In-town service calls
• Out-of-town service calls
• Emergency recoveries
• Heavy-duty towing operations
PROPOSAL REQUIREMENTS
Proposals shall include the following:
1. Company name, address, and contact information
2. Copy of valid business license
3. Certificate of insurance (meeting the requirements below)
4. Description of company experience and qualifications
5. List of available towing and recovery equipment
6. Staffing information and availability
7. References from governmental or commercial clients
8. Itemized proposed fee schedule, including:
o Hook-up fees
o Mileage rates
o Hourly recovery rates
o Heavy-duty towing rates
o Storage fees
o After-hours rates
9. Description of emergency response capabilities
10. Any additional services offered
INSURANCE REQUIREMENTS
The selected contractor shall maintain insurance coverage as required by the City of Cartersville,
including but not limited to:
• General Liability
• Automobile Liability
• Workers’ Compensation
Proof of insurance shall be submitted prior to contract execution.

• Ability to meet the City’s operational needs
TERMS and CONDITIONS
The contract term shall be for an initial period of one (1) year with the option to renew upon mutual
agreement of both parties.
• The City reserves the right to reject any or all proposals and to waive informalities in the
proposal process when deemed in the best interest of the City
• This RFQ does not constitute a contract or an offer to contract
• The selected contractor will be required to enter into a formal agreement with the City of
Cartersville
• Contractor shall comply with all federal, state, and local laws and regulations
• Contractor will provide SAVE and E-Verify compliance documentation
