Description: The New York State Insurance Fund (NYSIF) is requesting a qualified firm that can provide a CMBS Analytics product to analyze bonds, generate cash flows, and provide historical sector performance. The product needs to be web-based and can run a robust set of credit-based analytic tools including, but not limited to, access to the CMBS database, user-defined prepay, default and extension options, bond level total return analysis, advanced grouping and loan level scenario capabilities, credit-based assumptions, access to watch tools for CMBS participants on the deal, loan, and property levels. The product should allow for granular historical performance queries for the CMBS Market. CMBS deals must be modeled within the system, and there should be no reliance on external systems and eternal data providers for analytics. The system has to be integrated with the “new issue” premarketing process, where “new issue” CMBS deals are modeled in the system and are part of the marketing materials during the premarketing process before deals are launched and priced. These files enable investors to gauge bond risk before the deal is issued and purchased. Pursuant to State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between NYSIF personnel and a prospective bidder during the procurement process.
