Objective
This project aims to identify and assess the key cost drivers influencing the development of utility-scale photovoltaic energy generation across the Hawaiian Islands. It will quantify how these drivers affect power purchase agreement (PPA) prices, overall project viability, and long term affordability. The analysis will identify the major cost drivers influencing pricing, and to the extent possible, this analysis should identify disparities across Oahu, Maui, Hawaii Island, and Kauai, with a focus on the resulting affordability implications.Attachments

Objective:
This project will assess the feasibility, cost-effectiveness, and policy implications of utilizing state- and county-owned lands in Hawaii for renewable energy project development. It will build on Hawaii Executive Order 25.01 (issued January 27, 2025), which directs state agencies to explore opportunities for clean energy deployment on public lands. The goal is to identify how leveraging public land can reduce project costs, accelerate deployment timelines, and improve affordability, particularly for low-income households, while also identifying actionable strategies and policy pathways to support this development.Attachments
