TOWN OF BRECKENRIDGE - OPEN SPACE & TRAILS
The Town of Breckenridge (Town) will accept proposals from interested parties for the McCain Open Space Design and Management Plan project. The project goal is to create a site-specific plan for the open space areas at the McCain Parcel that support the objectives outlined in the Town’s 2023 Open Space & Trails Master Plan. The McCain Parcel includes approximately 50 acres of open space available to enhance the community's open space and recreational opportunities. This RFP seeks qualified and experienced planning and design firms to develop a comprehensive Design and Management Plan for the open space properties of the McCain Parcel.
Open Space & Trails Background and Region Description:
The Town of Breckenridge (Town) is located 9,604 feet above sea level in a U-shaped valley on the western slope of the Continental Divide. Established in 1859, the Town now boasts world-class amenities for residents and visitors. The Breckenridge Ski Resort continues to be one of the most visited ski areas in North America.
There are 5.3 square miles within the Town’s boundary. Although the Town is home to a permanent population of around 5,000 residents, the peak population which includes day visitors, day skiers, overnight guests, and second homeowners, is estimated to exceed 40,000 on a busy day.
The Open Space & Trails (OST) program started with a grassroots initiative by Breckenridge citizens, who proposed an open space tax initiative in response to increasing development in the Town. In 1996, Breckenridge citizens voted to add a permanent 0.5% sales tax for open space acquisition and management. The OST program was formed in 1997 with the mission to: “Preserve lands that define and enhance the unique mountain character of the Town of Breckenridge, with the objective of maintaining our community’s quality of life for present and future generations.”
In the 27 years since its formation, the Town’s OST program has acquired more than 5,200 acres of property through purchases, land trades, dedications, and joint purchases with Summit County Open Space & Trails. Most of these conserved acres are in the Upper Blue River Watershed surrounding the Town limits. Additionally, the OST program has constructed and continues to maintain over 70 miles of singletrack trails throughout the Upper Blue River Watershed. The Town also maintains approximately 500 portals, or trail access points, within the Town limits, ensuring that more than 90% of residences in Breckenridge are located within ¼ mile of trail access.
The Town’s OST program has transitioned into a stewardship-focused program facing increasingly complex management challenges from increased recreational use, forest health and wildfire protection needs, river restoration projects, and wildlife habitat pressures.
Scope of Work:
1. SITE ASSESSMENT - Complete a topographic and ecological survey that includes mapping existing vegetation, fish and wildlife habitat, soil types, and hydrological features.
2. STAKEHOLDER ENGAGEMENT/PUBLIC INPUT - Conduct public meetings, survey, focus groups and workshops or other creative outreach to gather planning input from residents, visitors, and other relevant stakeholders. Please include interpretation services in your proposal. Attend at least two Breckenridge Open Space Advisory Commission (BOSAC) meetings, one Planning Commission meeting, and two Town Council meetings.
3. ENVIRONMENTAL ANALYSIS - Identify current and potential future environmental impacts and develop corresponding adaptive management options.
4. DEVELOP CONCEPTUAL PLAN
a. LANDSCAPE DESIGN - Create a comprehensive, sustainable, resilient, and aesthetically pleasing landscape design for the open space properties.
b. PRESERVATION DESIGN - Identify areas for passive recreation, fish and wildlife habitat, conservation, and design any proposed uses and trails with consideration for natural river overflow and preservation of the riparian corridor.
c. RECREATION DESIGN - Design a network of trails and amenities that are safe, accessible, and sustainable. Include alignment of paved recreation path in recreation design. Consideration should also be made to connect the trails to nearby neighborhoods and the larger Town trail system.
Project Scheduling & Timeline:
Once under contract for the project, scheduling of work may begin. The Town desires for this work to be completed by December 2025.

This request for bid is issued by the Open Space & Trails (OST) Department, Alex Stach, OST Coordinator for the Town of Breckenridge.
All project questions must be submitted via email to Alex Stach on March 20th, 2025, by 4:00pm. Questions will be answered and posted to the RFP as an addendum within 72 hours of the above stated time. Questions must be submitted electronically via email. If no addendum is posted to the website, no questions were received.
There will be an in-person meeting for interested proposers at the South edge of the McCain Parcel at 2 PM (MT), March 18 th , 2025. Interested proposers are encouraged but not required to attend.

• All bids shall have the email subject of “ RFP #02212025 Town of Breckenridge: McCain Open Space Design and Management Plan” with the contractor's name immediately following.
• Submissions must have the completed bid documents attached to it. Links to other cloud based servers will not be accepted.
• Deadline for submission of bids shall be Friday, March 28th, 2025 at 4:00pm.
• All bids shall include a completed application. All bids must be prepared and signed by the bidder(s). Such bids become the property of the Town and will not be returned. Incomplete applications may not be considered for award.
• Any bids received after the time and date established as the deadline for submission shall not be considered. Any bid may be withdrawn prior to the scheduled time for opening of bids.
