The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:
Title: Youth Services Program Evaluation Data Analysis
SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
Salt Lake County Record’s Youth Services Division seeks to enter into a sole source/standardization with Bach Harrison to provide analysis and evaluation (outcome and fidelity) for indicated Youth Services programs for the 2025-2026 program year (summer to summer), with options to renew for up to five additional years.

The County is a governmental entity subject to the Utah Governmental Records and
Access Management Act (GRAMA), Utah Code Section 63G-2-101 et seq. All
documents submitted in response to this RFI will be treated as protected records under
GRAMA Section 63G-2-305(7). Please be advised that documents submitted in
response to this RFI will become public records upon execution of a contract directly
relating to the subject of this request or in the event the County does not enter into a
contract which directly relates to the subject matter upon the expiration of two years
from the date of issue of this RFI. Trade secrets and commercial information will not be
disclosed provided that you have properly compiled with Utah Code Section 63G-2-305
and Utah Code Section 63G-2-309.

BACKGROUND
This justification outlines the rationale for continuing to use Bach Harrison as the sole source provider for Salt Lake County’s Youth Services program evaluation and data analysis.
The county believes it would be cost prohibitive to transition to a different provider for this service. The initial cost of the Bach Harrison contract in 2015 was $95,000. Since that initial start-up cost, the annual rate has varied from $12,600 to $21,975 per year based on the scope of services provided. There is not another provider of this level of data evaluation and program evaluation with specific expertise in prevention programming, and Youth Services does not have the budget to pay the initial set up fee for another vendor regardless. In addition to cost, a key reason to stay with Bach Harrison is the continuum of work. Youth Services and Human Services staff have worked with Bach Harrison for six years to implement and evaluate programs and have been consistently satisfied with their work. Starting with a new vendor would require re-education and development of institutional knowledge. Developing a new relationship with a new provider will delay the success of our programs.
Bach Harrison’s knowledge of substance use prevention, including administering the SHARP survey and risk and protective factors, and the five tested and effective programs Youth Services has implemented in partnership with Bach Harrison, does not exist in other
evaluators in the area. It would take many months, if not a year, to get a different provider up to speed. Additionally, Bach Harrison has developed trusted relationships with valued community partners, such as the community prevention coalitions and Granite School District, that grant Youth Services' data immediate trust and respect when presented to said partners.
2025-2026 Anticipated Scope of Services – Programs to be Evaluated:
1. Me Time. Will utilize the evaluation instruments, syntax, and report templates in place from the pre-existing, ongoing evaluation. Includes pre/post and 3-month follow-up online data collection. DYS staff will perform ongoing data quality and response monitoring of fidelity and outcome data and inform BH of the cycles held. Costs include a year-end annual outcome and fidelity report centered on DYS program goals. [Estimate 24 hours]
Guiding Good Choices. Will utilize the evaluation instruments, syntax, and report templates in place from the pre-existing, ongoing evaluation. Includes pre/post online data collection. DYS staff will perform ongoing data quality and response monitoring of fidelity and outcome data and inform BH of the cycles held. Costs include a year-end annual outcome and fidelity report centered on DYS program goals. [Estimate 24 hours].
Staying Connected with Your Teen. Will utilize the evaluation instruments, syntax, and report templates in place from the pre-existing, ongoing evaluation. Includes pre/post online data collection. DYS staff will perform ongoing data quality and response monitoring of fidelity and outcome data and inform BH of the cycles held. Costs include a year-end annual outcome and fidelity report. [Estimate 24 hours]
Stress Busters. Will utilize the evaluation instruments, syntax, and report templates in place from the pre-existing, ongoing evaluation. Includes pre/post and 3-month online data collection. DYS staff will perform ongoing data quality and response monitoring of fidelity and outcome data and inform BH of the cycles held. Costs include a year-end annual outcome and fidelity report. Body Project. Will utilize the evaluation instruments, syntax, and report templates in place from the pre-existing, ongoing evaluation. Includes pre/post online data collection and 3-month online data collection. DYS staff will perform ongoing data quality and response monitoring of fidelity and outcome data and inform BH of the cycles held. Costs include a year-end annual outcome and fidelity report.
