Description
Oregon State University intends to contract for the provision of a laboratory‑scale pulsed electric field (PEF) prototype unit from Lisi Global as a sole source because of the uniqueness of the goods and the goods being compatible with existing equipment. The system must be specifically designed for soil‑based and plant‑based agricultural research applications, including the study of weed seeds, vegetative propagules, plant tissues, plant‑parasitic nematodes, and soilborne pathogens, and must allow precise control of voltage, pulse width, frequency, energy density, and electrode configuration under variable soil conductivity conditions. An entity may appeal this determination in accordance with OSU Standard 03‑010, Section 5.17 no later than the closing date indicated on the website.
