Delivery of Submissions
Submissions must be submitted using one of the following delivery methods:

BC Bid Electronic Submission: Submit an electronic Submission using BC Bid. Only pre-authorized electronic bidders registered on the BC Bid system can make an electronic Submission using the BC Bid system.

Proposals shall be submitted in one of the following formats:
Electronically
in PDF format, along with the signed and dated Proposal Form provided herein, to the secure RFP submission portal on the SRD’s website. The deadline for receipt of proposals is 12:00 noon Pacific time on January 20, 2025 at the following address:

Once submitted, proposals may not be viewed or changed. To make a correction, a clearly labelled corrected version shall be submitted to the portal and an email sent to procurement@srd.ca indicating which version is intended for consideration.
In person delivery or by mail/courier
in duplicate complete with one digital copy in portable document format (.pdf file) on a CD, DVD or USB device along with the signed and dated Proposal Form provided. The deadline for receipt of proposals is 12:00 noon Pacific time on
January 20, 2025

Proposals must be submitted in a sealed package with the name and address of the proponent and the RFP title clearly marked on the outside.
Late proposals
will be disqualified

Proposals that are conditional, illegible, obscure, contain arithmetical errors, erasures, alterations or irregularities of any kind
may, at the discretion of the Regional District, be disqualified

The person(s) authorized to sign on behalf of the proponent and to bind the proponent to statements made in response to this RFP
must execute
the Proposal Form. Unsigned proposals
will be disqualified

Summary Details
The Strathcona Regional District (SRD) is inviting proposals from qualified vendors for website design and development services. This request includes the creation, deployment, and ongoing maintenance of a new website.
The intent is to adopt industry best practices and accessibility standards to meet our vision of providing an accessible, user-friendly virtual front desk while improving website performance and availability.
The new website should be more aligned with current best practices in government website functionality and be responsive to the expectations of the people and communities we serve as the main communications channel.
Oversight of the SRD website is the shared responsibility of SRD’s Communications, Strathcona Gardens Recreation Marketing, and Information Technology teams.
The successful proponent will work directly with this small project team.

An
internal cross-departmental website advisory committee has been formed and works closely with the project team to ensure the new website meets organizational requirements.
