Intent to Sole Source

The U.S. Department of Energy, Office of Fossil Energy (FE) plans to issue a purchase order to CEATI International for a 1-year membership and four (4) 1-year option periods to CEATI International’s Thermal Generation Group CEATI International is an consortium of world specialists in engineering, operations and maintenance, dam safety, asset management, and in hydropower and thermal generation. The membership of CEATI International allows international specialists to collaborate and problem-solve energy issues facing the world as well as attend trainings specifically for energy issues. CEATI International is the sole source for being a member within the organization.

The Government intends to award a sole source purchase order to CEATI International. The period of performance for this award will be one (1) year from June 15, 2025, to June 14, 2025, with four (4) one (1) year option periods subsequently.

The award will be issued via other than full and open competition, only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; no solicitation is available for this requirement. If a firm believes DOE should not pursue this sole source procurement with CEATI International for membership with CEATI International, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN 3:00PM 15 days from posting date via e-mail to Dr. Kelley Vandecoevering, kelley.vandecoevering@hq.doe.gov. The written response must include a general statement for services indicated in this announcement and past performance client information for a similar product.

A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future. No solicitation is available for this requirement. No telephone calls will be accepted.
