Water Distribution System Improvements

North Carolina General Statute (N.C.G.S.) 143-132(a) requires a minimum of three competitive bids be
received for formal construction and repair contracts. Three bids were not received on June 9, 2026.
Should fewer than the required three bids be offered for formal projects advertised as N.C.G.S. 143-129
requires, the project may be re-advertised.
Therefore, pursuant to N.C.G.S. formal bidding laws, sealed bid proposals endorsed Water Distribution
System Improvements, FB26230” will be received by City/County Purchasing in Conference Room
16, 101 N. Main Street, Winston-Salem, NC until 3:00 PM, June 16, 2026, at which time all bids will
be publicly opened and read aloud. Three bids are not required at this second offering; as few as one
valid bid may be opened and considered for award per NCGS 143-132.
The City reserves the right to waive any informalities in the bidding and to reject any or all proposals.
Bidders are hereby notified that they must be properly licensed as required by Chapter 87 of the North
Carolina General Statutes – at time of bid – to perform the work described herein as the general/prime
contractor. A 5% bid bond will be required at time of opening bids. Performance and Payment bonds
will be required of the awarded contractor.
Compliance with the City/County Utility Commission's Minority and Women Business Enterprise
program is required on this project. Please refer to the Special Instructions to Bidders contained in the
Project Manual for the City’s M/WBE program requirements and project subcontracting goals of 6%
MBE and 4% WBE.

Infrastructure Engineering via email or at 336-701-2910. The question period has closed.
Neither Owner nor Engineer has any responsibility for the accuracy, completeness, or sufficiency of any
Bidding Documents obtained from any source other than the City of Winston-Salem. Obtaining these
