Description:

Burke County JCPC requests from local non-profits, proposals to serve delinquent and at risk youth, ages 6 to 18 if under court supervision. Programs must have a SPEP service type, an "evidence based" model or a service requested by the DACJJ.

This RFP is not being issued by Burke County but by the Burke County Juvenile Crime Prevention Council, a Community partner.

REQUEST FOR PROPOSALS FY 2026/2027:
Burke County Juvenile Crime Prevention Council (JCPC) & N.C. Dept. of Public
Safety Division of Juvenile Justice and Delinquency Prevention (DJJDP)
Burke County JCPC requests from local non-profits, proposals to serve delinquent and at risk
youth, ages 6 to 18 if under court supervision. Programs must have a SPEP service type, an
"evidence based" model or a service requested by the DJJDP. Programs must have an
evaluation component which can demonstrate impact on the risk factors below.
Approximately $287,074 will be available [dependent on availability of funds] for July 1-June 30,
Fiscal Year 2026/27. Local match of 30% required.
Deadline for applications: Wednesday, February 18, 2026 - 5:00 P.M.
Burke Co. priority risk and needs factors compatible with legislative mandates:

Number of Referrals with a Result

Funding priority will go to following service types:

11. Temporary Shelter
4. Psychological Assessments

Programs are required to submit a copy of the following application attachments:
1. Management letter with a form stating “No Overdue Taxes are Due”
2. Conflict of Interest Statements
3. Proof of 501(c)(3) status
4. Current list of Board of Directors with addresses
5 . Programs not funded at the time of the RFP deadline are required to submit three letters
of support from outside their agency and their most recent annual audit or financial
statement.

application. New programs will need to complete NCID registration first.
After submitting the NCALLIES application, print, sign and deliver one (1) complete hard copy

Orientation will be held on Thursday, January 21, 2026, at 10:00 AM. Link to the event will be
supplied by Megan Webster of the DACJJ Area Office.
Mandatory Attendance for All Programs is required at the Burke JCPC Funding Allocation
meeting: Wednesday, Feb. 25, 2026, at the County Commissioners Meeting Room, Entrance D,
110 North Green Street, Morganton, NC from 9:00 AM to 12:00 Noon (Snow Date: Friday,
February 27, 2026 9AM to 12PM).
