Rowan Community Center AG Storage
Rowan County is soliciting Sealed Bids from qualified contractors for renovations to the Rowan
Community Center in Salisbury, NC. Bids will be received at the location listed below until the date and
time listed:

Bid Opening: 10:00 a.m. on Tuesday, June 9th, 2026
Received bids (base and alternates) will be publicly opened and read aloud after the bids have been
received on the date above at the Rowan County Administration Building - J. Newton Cohen Sr. Room,
2nd Floor - Board of Commissioners Meeting Room.
An optional pre-bid meeting will be held on Tuesday, May 19th, 2026, at 10:00 a.m. at the
following:
Rowan Community Event Center - Freedom Hall - Room A
1965 Jake Alexander Blvd. West.
Salisbury, NC 28147
Bids will be received for Single-Prime. All proposals shall be lump sum. The extent of the work is shown
on the drawings and specified in the project manual. Submit one complete bid packet with the Bidder's
name, license number, and project name clearly written on the outside. This packet must contain two
separately sealed envelopes, each clearly labeled with its contents. One envelope should include the Bid
Form and all required enclosures. The second sealed envelope should contain the Bid Bond. Both sealed
envelopes must then be placed inside the main bid packet envelope and submitted together as one bid
"packet." The outermost package should clearly be labeled "Rowan Community Center - AG
Storage". No responsibility shall be attached to Rowan County (the County) for the premature opening
of any bid not properly addressed or identified.
Bid documents may be obtained on May 10th, 2026 from Duncan Parnell (https://bidroom.duncan-
parnell.com). Bidding documents may be viewed and ordered online by registering with Duncan Parnell
via their bid room https://bidroom.duncan-parnell.com/. Registration with Duncan Parnell is required to
obtain the bid documents and be added to the official Plan Holder's List. Addenda notification will be sent
to those buying full sets from Duncan Parnell via their bid room. The cost of bid documents and shipping is
non-refundable. Neither OWNER, ARCHITECT nor ENGINEER will be responsible for copies of the bid
documents obtained from sources other than from Duncan Parnell. If you need any assistance ordering or

Questions about the specifications and/or bid documents should be addressed to the ADW representative
(Darian Walker, AIA, NCARB, dwalker@adwarchitects.com,. All questions to be routed through
General Prime Contractors Only and shall be submitted by May 29th, 2026, @ 5:00 p.m. at the latest.
Questions not routed through General Prime Contractors will not be included or answered. Final
addendum will be posted June 2nd, 2026, by 5pm. Questions will not be answered directly no matter
what the question. All questions and RFI's will be answered in an addendum.

00 11 13 - ADVERTISEMENT FOR BIDS
The respondents shall not take advantage of any errors or omissions in this Invitation to Bid and shall
promptly notify the County of any omissions or errors found in the bid documents and specifications.
Rowan County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel
the Bid Process at any time. Receipt of a signed proposal shall be considered an offer on the part of the
respondent. The terms, conditions, and specifications of this Invitation to Bid will become part of the
contract if the proposal is deemed approved and accepted by the County. In the event of a default on the
part of the respondent after acceptance by the County, the County may take such action as it deems
appropriate, including legal action for damages or specific performance.
