PROHIBITED COMMUNICATIONS
From the issuance date of this RFP through the date the contract is awarded, each offeror (including its
subcontractors and/or suppliers) is prohibited from having any communications with any person inside or outside the
using agency, issuing agency, other government agency office, or body (including the purchaser named above,
agency head, Board of Commissioners, agency staff), or any private entity, if such communication discusses the
content of the offeror's proposal or qualifications, the contents of another offeror's proposal, another offeror's
qualifications or ability to perform the contract, and/or involves the transmittal of any information that could directly or
indirectly influence the evaluation of proposals and/or the award of the contract.
Offerors not in compliance with this provision shall be disqualified from contract award, unless it is determined that
the best interest of the County would not be served by such disqualification. An offeror's proposal may also be
disqualified if its subcontractor or supplier engages in any of the foregoing communications during the time that the
request is active (i.e., from the issuance date to the date of contract award).
Only those discussions, communications, or transmittals of information authorized by the issuing agency in this RFP,
or general inquiries to the purchaser regarding the status of the contract award, are exempt from this provision.

CARTERET COUNTY SOLID WASTE PROGRAM
FOREWORD
Carteret County is a moderately fast-growing county on the coast of North Carolina. Stretching from Cedar Island to
Cedar Point the County is almost 100 miles long. The County encompasses the Town of Morehead City, Newport,
Cape Carteret, Cedar Point, Bogue, Peletier, as well as the Bogue Banks Towns of Emerald Isle, Atlantic Beach, Pine
Knoll Shores, and Indian Beach. In addition to the incorporated Towns Carteret County has many unincorporated
communities including; Stella, North River, South River, Mill Creek, Smyrna, Otway, Williston, Stacy, Davis, Atlantic,
and Cedar Island.
Carteret County currently owns or leases twelve (12) convenience sites spread across the County to facilitate the
citizens of the County having appropriate access to dispose of solid waste. The current contract the County has for this
service includes hauling, management, and staffing of the convenience sites. That contract expires on September 14,
2026. The selected contractor shall be mobilized and ready to assume all responsibilities described in the executed
contract on that date. Customer experience and the seamless transition of this service are of the utmost importance to
the Carteret County Commissioners.
The County is a member of the Coastal Environmental Partnership (CEP) which operates a landfill in the Tuscarora
Community in Craven County. CEP also operates a transfer station on Hibbs Rd which is in the beginning phases of
an expansion to modernize the facility consistent with the volume it currently experiences.
PROPOSAL
This Request for Proposal (RFP) requires a single, comprehensive proposal. Cost shall be provided for the full scope
of services described herein.
The selected contractor shall be responsible for furnishing equipment and providing hauling services for solid waste
and recyclable materials collected at twelve (12) convenience sites and various County building locations. In addition,
the contractor shall provide staffing and fully operate these convenience sites, which serve the unincorporated areas
of Carteret County.
Detailed requirements regarding staffing levels, equipment, and operational expectations are provided throughout
this RFP.
DEFINITIONS
Batteries: Lead-Acid automobile batteries.
C&D Waste (Residential Construction and Demolition Waste): Solid Waste resulting solely from remodeling, repair or
demolition by a resident on residential housing in quantities normally associated with residential housing
maintenance. This is expected to be no more than 2 CY in a pickup truck, one load per day. Large truck loads will
be directed to the Regional Transfer Station with disposal to be paid by the hauler.
CPI (Consumer Price Index): The Consumer Price Index referenced in this document will be the index measured by
the United States Department of Labor, Bureau of Labor Statistics, Southern Regional Area - All Urban Consumers
(CPI-U).
CY (Cubic Yard Measure)

Contractor: The firm awarded this contract for solid waste services.
County: North Carolina County of Carteret
CEP (The Coastal Environmental Partnership): Coastal Environmental Partnership (CEP) located in Tuscarora, NC.
They own and operate a Transfer Station located off Hibbs Road in Newport, NC.
Electronic Waste: Electronic items--- computer equipment, televisions, cell phones, and other electronic devices.
Fuel Price Index: The Weekly On-Highway Diesel Prices posted by the U.S. Energy Information Administration for
the Lower Atlantic Region - available at website: www.eia.doe.gov
Household Bulky Items: These items also referred to as "bulk material" include household furniture, mattresses, and
bedding.
Mixed Recyclables: Cardboard, newspapers, glass (brown, green, and clear), aluminum and bi-metal beverage &
food cans, and plastic beverage containers (HDPE & PET).
MSW (Municipal Solid Waste): Any solid waste, garbage and refuse as defined in the Solid Waste Management
Ordinance of Carteret County, resulting from the operation of a residential establishment that would normally be
collected, processed, and disposed of through a public or private solid waste management service.
Net Weight of Container: Net weight is the weight of material and container hauled as determined by the scales at
final destination less the weight of container.
Sites or Convenience Sites: These terms refer to the 12 convenience centers established throughout Carteret County
for the purpose of receiving solid waste and recyclables from county residents. Their locations are shown on a map
in Attachment "E".
Waste Oil & Filters: This waste is used motor oil resulting from the maintenance of household engines such as
automobiles, trucks, boats and lawn & garden equipment along with oil filters from the same sources.
White Goods / Scrap Metal: These items include inoperative or discarded refrigerators, ranges, water heaters,
freezers, or other similar domestic appliance along with small quantities of metal.
Yard Waste: This is solid waste consisting solely of vegetative matter such as leaves, pine straw, pine cones, grass
trimmings, and small limbs in quantities normally associated with residential yard maintenance. No tree material more
than 6 inches in diameter, or more than 4 feet long. Trailers used by the public for hauling any, and all materials
taken at these sites, shall not be more than 10 feet in length and approximately two (2) CY of material. All larger trees
or blocks of wood will need to go across the scales at the CEP Transfer Station.
Unauthorized Waste: The Contractor will not be required to accept or transport any hazardous waste as defined by
the U.S. Environmental Protection Agency or any other waste that would not be acceptable for disposal at the
Coastal Environmental Partnership Facilities.
SCOPE OF WORK
a. The Contractor shall coordinate with the existing service provider and the County to ensure a seamless transition
of services. The Contractor shall be fully mobilized and operational by the contract start date. No interruption in
service shall be permitted.

All equipment furnished by the Contractor shall be new or newly refurbished and maintained in near-new condition at
all times. Equipment shall be free of rust, have fresh paint, contain no holes in metal surfaces, and include fully
operable locks and latches. All equipment shall be properly maintained, equipped with current safety features, and
display appropriate safety labeling.
b. All transport containers shall have a unique identification number clearly painted on the side in a visible,
contrasting color. Transport containers include, but are not limited to, 30 CY and 40 CY open-top containers, 40 CY
compactor containers, 40 CY cardboard containers, and 30 CY closed-top containers for mixed recyclables.
c. Containers serviced at County building locations may include, but are not limited to, 8 CY containers with
cardboard slots, 6 CY vertical compactors, and 2, 4, 6, and 8 CY front-load dumpsters.
d. Waste oil and oil filter containers shall be waterproof fiberglass units specifically designed for the collection of
waste motor oil and shall include built-in double containment. Each unit shall be placed on a drip pad designed to
capture spills.
e. Battery and tire collection containers shall be covered to prevent rainwater intrusion and shall comply with all
applicable County, State, and Federal safety and environmental regulations. Battery containers shall include a
secondary containment system.
f. Compactors shall be properly maintained to operate efficiently and shall be painted and maintained in a condition
consistent with a new unit. All compactors at Convenience Sites shall be of the same make and model. At a
minimum, compactors shall have a 3 CY capacity, a ram force greater than 50,000 pounds, and be equipped with a
hold-to-run button and ram pressure gauge. Leachate collection systems shall be utilized to contain and properly
dispose of all leachate.
The Contractor shall maintain an adequate spare parts inventory to ensure continuous compactor operation. In the
event of a compactor failure, repairs shall be completed within forty-eight (48) hours. If repairs are not completed
within this timeframe, a penalty equal to one-half (1/2) of the applicable haul rate for substitute containers shall be
assessed for each haul until the compactor is fully operational.
g. The Contractor shall provide all containers identified in Attachment D. The Contractor and the County may
mutually agree to add or remove equipment, including spare units, as necessary to meet operational needs.
HAULING AND FRONT-END SERVICE
a. All waste transported by the Contractor shall be properly contained to prevent leaking, spilling, or blowing from
vehicles or containers. In the event of spillage, the Contractor shall immediately clean the affected area. The
Contractor is not required to accept hazardous waste, as defined by the U.S. Environmental Protection Agency, or
any waste not accepted at Coastal Environmental Partnership (CEP) facilities. If such waste is accepted, the
Contractor shall be responsible for all associated costs and shall indemnify the County. The Contractor must
immediately notify the County Manager or designee upon identification of any illegal, hazardous, or unacceptable
waste.
b. Municipal Solid Waste (MSW) and Construction & Demolition (C&D) waste shall be delivered to the CEP Transfer
Station on Hibbs Road or the Tuscarora landfill. Disposal locations for all other materials must be approved by
Carteret County.
c. Convenience Sites must accept all approved materials during operating hours. Full containers shall be exchanged
with empty containers and transported to the appropriate disposal or recycling facility. Only containers meeting the
minimum net weight requirements specified in Attachment "A" (page 2) shall be hauled. A penalty of one-half the haul
rate shall apply to any container below the required minimum weight. Loaded containers may be staged at
Convenience Sites for up to 24 hours (48 hours on weekends) when facilities are closed, provided they do not
interfere with normal residential traffic flow.
d. MSW and bulky household waste shall be transported in 30- and 40-cubic-yard open-top or compactor containers
to a CEP transfer facility. Yard waste may be transported to CEP or another County-approved disposal facility.

e. White goods shall be transported in approved open-top containers to a disposal facility selected by the Contractor
and approved by the County. The Contractor shall retain all revenue from white goods and be responsible for all
processing costs. The Contractor must comply with all environmental regulations, including proper removal and
disposal of Freon. Upon request, the Contractor shall provide reports summarizing handling and recycling costs in
accordance with North Carolina reporting requirements.
f. Mixed recyclables shall be transported in covered 30-cubic-yard containers to a County-approved recycling facility.
Cardboard may be collected separately using 8-cubic-yard boxes or 40-cubic-yard roll-off containers, or it may be
included with mixed recyclables. The Contractor shall retain all recycling revenue and be responsible for all
processing costs.
g. The Contractor shall provide waterproof collection containers for waste oil, oil filters, tires, and batteries at the sites
listed in Attachment D and shall supply appropriate disposal documentation to the County. The Contractor shall
coordinate these services, including but not limited to:

h. Front-end dumpster containers shall be provided by the Contractor at County locations listed in Attachment D.
Containers shall be front-loading units of 2-, 4-, 6-, or 8-cubic-yard capacity. Service frequency (e.g., once or twice
per week) shall be established by agreement between the County and Contractor. The County reserves the right to
adjust service frequency with corresponding rate modifications.
i. The Contractor shall submit monthly reports detailing tonnage and number of hauls by site and material type.
Copies of weight tickets identifying the Convenience Site shall be submitted with corresponding haul tickets.
Recycled materials shall be categorized (estimated) to meet State of North Carolina reporting requirements. An
annual summary report shall be provided each July, covering total quantities of recycled materials for the previous
twelve months.
j. Recycling collection services shall be provided at County office locations listed in Attachment "A"
k. Notwithstanding the above requirements, all disposal and recycling facilities must receive annual approval from the
County for the duration of the contract. A complete list of facilities, along with supporting documentation, shall be
submitted each July unless otherwise directed by the County
CONVENIENCE SITE OPERATIONS
a. The Contractor shall assign qualified personnel to manage and operate the collection and recycling system. All
employees shall wear clean uniforms displaying the Contractor's name and employee identification, along with safety
vests. Uniform tops with reflective material may be worn in lieu of safety vests. Employees must be physically fit and
capable of assisting citizens with unloading materials. Each employee shall carry a valid operator's license for the
type of vehicle they operate. The Contractor shall provide proper operational and safety training for all personnel.
b. Site Attendants shall be courteous, helpful, respectful, and treat all County residents as valued customers. All
employees must maintain a professional appearance and demeanor. Attendants shall report all issues immediately to
the Contractor's Supervisor, including but not limited to citizen complaints, accidents, equipment failures, employee
absences, or delayed site openings. Complaints and corrective actions shall be included in the monthly Site report.
Excessive complaints may be considered unacceptable performance.

c. The Contractor shall provide a Convenience Site Supervisor who will visit each site at least once per week and
correct operational deficiencies within one week. The Supervisor shall respond to the County Manager or designee
immediately with any complaint, providing details of the issue and corrective action taken. A frequency of more than
five (5) complaints within a seven (7) day period may result in required replacement of the Supervisor within fourteen
(14) days upon County request.
d. The Site Supervisor shall notify the County Manager or designee of any delayed site openings immediately.
Failure to open sites on time without prior approval may result in assessed fees.
e. The Contractor agrees not to discriminate against any employee or applicant based on race, color, creed, national
origin, sex, age, or ancestry.
f. The Contractor shall comply with all applicable Federal, State, and local laws and regulations, including those of
the State of North Carolina, Carteret County, and the Coastal Environmental Partnership. The Contractor shall assist
the County in meeting State-mandated solid waste reduction goals.
g. The Contractor shall obtain all required permits and licenses necessary for operation of the solid waste and
recycling services.
h. The Contractor shall provide all necessary solid waste and recycling equipment to ensure that all materials are
accepted at each site during business hours. No citizen shall be turned away or redirected due to capacity or
operational issues. The Contractor shall instruct residents on proper use of the facilities and enforce County disposal
procedures.
i. The Contractor shall be responsible for housekeeping, maintenance, and daily cleaning of all Convenience Sites,
including site grounds and huts. Sites must be cleaned daily and remain open for County inspection at any time. The
Contractor shall ensure removal and proper disposal of all overflow materials, including waste placed on the ground
due to full containers. County staff shall not be responsible for cleaning overflow materials.
j. The Contractor shall repair any damage to County facilities caused by operations within thirty (30) days, including
but not limited to fencing, gates, huts, and utilities at the contractor's expense.
k. The Contractor shall provide adequate staffing at each manned site to assist the public. At a minimum, staffing
levels shall include three (3) attendants at the Hibbs Road site, two (2) attendants at Otway, and two (2) attendants at
Highway 58 during site opening hours. All Sites shall operate on the established schedule (subject to change), and
adequate personnel must be present to ensure efficient service and traffic flow. Attendants must actively assist
residents and ensure all materials are accepted without delay.

l. The Contractor shall service sites at a level sufficient to maintain cleanliness and ensure adequate container
capacity at all times. The Contractor shall perform daily cleanup of all waste, recyclables, and wind-blown debris,
including areas within two hundred (200) feet outside site boundaries.

m. The Contractor shall perform roadside cleanup within one-quarter mile of each site, in all directions, as needed to
maintain site appearance.
n. The Contractor shall maintain all site facilities in proper working condition, including paint, safety features, utilities,
and necessary services such as portable toilets, water, electricity, and lighting.
o. The Contractor will collect, palletize, wrap for shipping, and recycle electronics at the Hibbs Road convenience site
using conex boxes provided by the County. County will assist in moving pallets and loading trucks for shipping.

p. The Contractor shall ensure attendants are available and physically capable of assisting residents with unloading
heavy materials such as white goods and electronics.
q. Large trailers (over 10 feet or double axle) shall be directed to CEP's transfer station or landfill to maintain traffic
flow and container availability at Convenience Sites.
r. The Contractor shall assist the County in ensuring that only Carteret County residents and property owners utilize
the Convenience Sites by verifying valid identification.
BILLING AND INVOICING
The Contractor shall submit monthly invoices to the County for all services performed under this Contract. All
invoices must be itemized and include sufficient detail to allow for verification and audit by the County.
At a minimum, each invoice shall include:
* Contractor name and billing address;
* Invoice date and unique invoice number;
* Service period covered by the invoice;
* Site name and corresponding site number;
* Equipment identification number for each container or unit serviced;
* Description of services performed, including number of hauls and type of material;
* Tonnage and applicable rates, where applicable;
* Charges clearly broken out by site location; and
* Copies of all supporting documentation, including weight tickets and haul tickets.
All charges must be organized and itemized by individual site to ensure transparency and accuracy. Failure to
provide the required information may result in delayed payment until a complete and accurate invoice is submitted.
RESPONSIBILITIES OF CARTERET COUNTY
a. The County shall provide Convenience Sites at the locations identified in Attachment "E." Each manned site will be
equipped with an office or shed, including heating and air conditioning. The County shall be responsible for grading
all Sites and entrance roads, as well as mowing grass along site entrances outside the fence and within the fenced
areas.
b. The County reserves the right to add or close any solid waste site at its discretion.

c. The County shall directly pay for tipping fees charged by the Coastal Environmental Partnership (CEP) based on
the weight tickets submitted by the Contractor. The Contractor shall not pay any tipping fee for a haul that originated
at a County Convenience Site.
d. The County shall enforce the Solid Waste Management Ordinance of Carteret County, applicable North Carolina
solid waste laws, and all related Federal, State, County, and Coastal Environmental Partnership rules and
regulations. The County agrees to adjust Contractor compensation as necessary to account for any changes in
applicable laws or regulations that impact service requirements.
e. The County shall provide two (2) electronics recycling containers (40-foot conex boxes positioned at a 12' x 12'
concrete pad) at the Hibbs Road site. Site attendants shall open and close the containers daily; set up pallets and
gaylords; wrap pallets using materials provided; and assist residents with unloading large items such as televisions.
Electronics shall be palletized and wrapped daily to prevent accumulation. The County shall coordinate scheduling
for pickup and recycling. The vendor will invoice the Contractor, and the County shall reimburse the Contractor
monthly through the regular billing process. The electronics recycling vendor must be approved by the County. The
County will assist with storage and loading of electronics once materials are palletized, wrapped, and ready for
shipment.
f. The County shall provide two (2) enclosed electronics recycling trailers, one located at the Otway Convenience Site
and one at the West Fire Tower Road Convenience Site. The attendant must open, secure and close daily. The
attendant must secure doors on windy days to ensure no damage to the doors when swinging.
TERMS AND CONDITIONS
The term of this Contract shall commence on September 14, 2026, and terminate on June 30, 2031, unless
otherwise extended or terminated in accordance with the term herein.
INSURANCE
Within ten (10) calendar days following the award of the Contract, the Contractor shall provide a Certificate of
Insurance verifying the minimum coverage and requirements specified herein. Certificates of Insurance shall also be
provided for all subcontractors performing work under this Contract.
The Contractor shall procure and maintain, for the duration of this Contract, Public Liability and Property Damage
Insurance sufficient to protect the Contractor and any subcontractors from claims for personal injury, including
accidental death, and from claims for property damage arising from operations under this Contract. Such coverage
shall apply whether the operations are performed by the Contractor, subcontractors, or any person directly or
indirectly employed by them. Coverage limits shall be as follows:
* Public Liability Insurance: not less than $2,000,000 per occurrence for bodily injury and property damage,
and not less than $5,000,000 total policy aggregate.
* Automobile Liability Insurance: not less than $1,000,000.
The Contractor shall also provide and maintain Workers' Compensation Insurance for all employees engaged in work
under this Contract, in accordance with the requirements of North Carolina law.
The Contractor shall furnish any additional insurance required by the General Statutes of North Carolina for the
services provided under this Contract.
Each Certificate of Insurance shall:
* Name "County of Carteret, North Carolina as an additional insured on all applicable liability policies.
