INVITATION TO SUBMIT PROPOSALS
The City of Spring Hill will accept quotations for the following at the City’s Water System
Department located at 3636 Royal Park Boulevard: one (1) 50L’’x24W’x13’H metal
building with 12’ wide lean-to on each side, one (1) 40’Lx30’Wx13’H metal building with
two (2) roll-up shop doors and manway door and one (1) 96’L’x25’Wx13’H open front
metal building. This Request For Proposal (RFP) is intended to secure competitive pricing
and award for furnishing all equipment, material and labor for a complete installation at the
project site.
Bidders shall submit sealed quotations in the format specified in the Invitation to Submit
Quotations no later than 2:00 PM local time, Tuesday, June 9th, 2026 at which time bids
will be publicly opened and read aloud. No bid may be withdrawn after the scheduled closing
time for a period of 90 days. Bidding documents may be obtained at Spring Hill City Hall
during regular business hours or www.springhilltn.org. Quotations should be mailed or hand

SECTION I - GENERAL INFORMATION
A. The City of Spring Hill is requesting proposals for the construction of the following exterior
metal buildings to be constructed/erected on-site at the Water Department Building located at 3636
Royal Park Boulevard. The metal buildings shall be as follows: one (1) 50L’’x24W’x13’H metal
building with 12’ wide lean-to on each side, one (1) 40’Lx30’Wx13’H metal building with
two (2) roll-up shop doors and manway door and one (1) 96’L’x25’Wx13’H open front
metal building. This Request For Proposal (RFP) is intended to secure competitive pricing and
award for furnishing and delivery to the project site only. Refer to the product specifications
included in this RFP for more information.

questions and clarifications will be reviewed and answered via an addendum which will be
published on the City’s website prior to bid date.
Site visits shall be scheduled through, and approved by, T.C. Norman, Water Distribution
Superintendent/SPARTAN – Spring Hill Water; (931)-982-0961 the time of 8:00 am – 11:00 am
and 1:00 pm – 3:00 pm, M-F for the two-week period May 25th through June 5th.
B. The City of Spring Hill reserves the right to reject any, and all bids, to waive technicalities or
informalities and to accept any bid deemed to be in the best interest of the City. Bids may not
be withdrawn after scheduled closing time for a 90-day period.
C. The bidder shall abide by and comply with the true intent of the specifications and not take
advantage of any unintentional error or omission but shall fully address the full intent and
meaning of each aspect of the specifications.
D. All forms shall be completed and included as an integral part of each bidder’s proposal.
E. Freight shall be paid by the contractor and should be included in the unit price bid.
F. The City is a tax-exempt organization.
G. Mail is delivered after 4:00 p.m. Monday through Friday.

SECTION II – SPECIFICATIONS FOR BUILDING MATERIAL AND CONSTRUCTION
This project is intended to allow for storage of equipment and materials used by the City’s personnel.
The project scope is based on the criteria below or equivalent:
1. Site Preparation:
• All buildings shall be installed on the exiting asphalt parking lot. The asphalt parking lot
shall remain in place and buildings shall be anchored as necessary.
2. Building Supports:
• The building supplier/manufacturer shall be responsible for meeting all local and state
building code requirements and shall size the buildings supports and members as necessary
to meet all code requirements.
• Contractor shall cooperate with regulatory agencies or authorities to provide data as
requested.
• Contractor to obtain and pay for all building permits and inspections as required by the
City of Spring Hill, including stamped engineered drawings, if required.
3. Building Structures:
• Car port style buildings anchored on an asphalt parking lot. Anchoring must be temporary
(car port style) to allow removal for future moving of the buildings, without damage to
parking.
• A-frame style construction
• 4’ Brace on every post
• Vertical roof and sides with adequate bracing
• Frame, Minimum 2-1/2 by 2-1/2 Galvanized 14-gauge square tubing
• Minimum 29-gauge Metal all sides and roof.
• Anchors must be able to support wind speeds of 105 to 145 MPH
• Roof tops White in color
• Sides Pewter Grey
• Trim and doors White
• Color chart to be provided for final selection
Building 1 - 50x24x13 with 50x12x12 lean-to on each side.

• Sides of lean-tos enclosed on north and south sides

• Two 12x12 (min.) rollup garage doors on the west side

Building 3 - 96x25x13 Open Front Shed, with four (4) 25x24x13 bays
• Enclosed on sides and rear
• Open Front with post support between each bay
4. General Requirements:
• Contractor is responsible for locating all utilities in the work area and is responsible for
repair to any damaged utilities or facilities.
• Contractor is responsible for clean-up of any debris or damage from their work on the
project.
• Contractor shall perform due diligence to visit site and verify site conditions.
• The Owner will perform final inspection before last invoice is paid. Any problems will
be communicated to the contractor.
5. Construction To Include:
• Labor
• Materials and furnishings
• Installation
• Anchoring
• Cleanup
6. Quality Assurance
• Fabricate members in accordance with standard industry practice.
7. Qualifications
• Contractor shall have proper licensing for work
• Contractor shall be responsible for all materials, whether furnished by themself or a
subcontractor, and proper storage of the same.
SECTION III – SPECIFICATION COMPLAINCE
This RFP is for procurement purposes only. The lump sum price quoted shall include furnishing and
delivery and construction of all buildings. No manufacturer substitutions are permitted without the
written approval of the Engineer and/or Spring Hill. Manufacturer’s data, fabrication details, cut
sheets and testing reports shall be submitted to the City’s consultant Thomas and Hutton (Ryan
Chamblee, P.E., chamblee.r@tandh.com (629) 900-4906 for review and approval.
No bidder may withdraw a bid for a period of ninety (90) days after bids have been opened. The City
has the right to reject any/and all bids or to waive all technicalities. The Contractor’s Name and
Address must be placed on the envelope containing their proposal, otherwise the bid will not be
opened.
ERROR IN BID - in case of error in the prices in the bid, the written price will govern. No bid shall
be altered, amended, or withdrawn after specified time for opening bids. Negligence on the part of
