Notice to Sole Source - Arizona Storage Facility

The National-Geospatial Intelligence Agency (NGA) intends to award a sole-source Purchase Order (PO) to Ascendant Program Services, 2 Wisconsin Cir, Chevy Chase, MD 20815. The requirement is to provide construction services, installing new flooring in the areas that have been damaged and patch and paint at the Arizona Storage Facility. Due to the aging of the facility that has not been updated in over 30 years.

The anticipated period of performance is September 2025 - March 2026.

The North American Industry Classification System (NAICS) code is 236220 entitled Commercial and Institutional Building Construction, with a size standard in dollars of $45 million. The Product Service Code (PSC) C1JZ entitled Architect and Engineering-Construction: Miscellaneous Buildings.

A determination not to compete this proposed contract was made pursuant to 48 CFR sections 81.7008, the Federal Acquisition Regulation (FAR) 19.406 Sole source award to a Small Disadvantage Veteran-Owned Small Business (SDVOSB), and FAR 13.106-1(b)(1) – “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”

This notice is published for informational purposes only and is not a request for competitive quotes. NGA intends to award a sole-source SDVOSB, Firm-Fixed-Price purchase order to: Ascendant Program Services, 2 Wisconsin Cir, Chevy Chase, MD 20815, SAM Unique Entity ID: D9V5J11YJYT6, Cage Code: 61LR6.

The Contracting Officer (CO) has determined that the anticipated price is fair and reasonable based on market research. NGA conducted research to evaluate cost in relation to service requirements, ensuring the best value solution for the Government.

Based on this analysis, Ascendant Program Services represents the most advantageous option to meet NGA’s needs.

Any responsible source who believes it is capable of meeting the requirement may submit a capability statement or quotes to Claudia.g.figueroa@nga.mil no later than September 17, 2025, at 11:00 AM (ET). No solicitation document is available, and telephone requests will not be honored.

No purchase order will be awarded based on capability statements or quotes received in response to this notice, but quotes will be used to determine if a comparable source is available and more advantageous to the Government.

A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
