Project Description: Helene Relief - Construction of Design Bid Build (DBB) Bridge
Replacement at:
187 Sweet Birch Lane, Burnsville
148 South Face Lane, Burnsville
The North Carolina Department of Public Safety Emergency Management Division and the
Department of Transportation are requesting bids for the construction of DBB Bridges on private
roads over the Cane River at 187 Sweet Birch Lane and 148 South Face Lane in Yancey County
to be let at 2:00 PM on Wednesday, August 19, 2026.
The date of availability for bridge construction at site 100-01-00205 (187 Sweet Birch Lane) is
the date the Contractor begins work, but not before September 9, 2026 and no later than
December 3, 2026.
The completion date for this contract is the date that is two hundred ten (210) consecutive
calendar days after and including the date of availability.
The date of availability for bridge construction at site 100-01-00202(148 South Face Lane) is the
date the Contractor begins work, but not before September 9, 2026 and no later than February 2,
2027.
The completion date for this contract is the date that is two hundred ten (210) consecutive
calendar days after and including the date of availability.
Because of the unusual nature of the work involved and in order for all prospective
bidders to have extensive knowledge of the project, an open, virtual Pre-Bid Conference
will be held for all interested parties on Wednesday, August 5, 2026 at 10:00 am.

Sealed bids must be received in the NC Department of Transportation Division Office
at 55 Orange Street, Asheville, NC 28801 by 2:00 p.m. on Wednesday, August 19,
2026. Bids must be submitted on the official bid sheet included in the proposal and
display the following statement on the front of the envelope:

Any firm that wishes to bid as a prime contractor shall be prequalified as a Bidder or PO
Prime Contractor prior to submitting a bid. Firms that wish to perform as a subcontractor
to the prime contractor must be prequalified prior to beginning work on the project.

The North Carolina Department of Transportation, in accordance with the provisions of
Title VI of the Civil Rights of 1964 (78 Stat.252) and the Regulations of the Department
of Transportation (49 C.F.R., Part 21), issued pursuant to such act, hereby notifies all
bidders that it will affirmatively insure that the contract entered into pursuant to this
notice will be awarded to the lowest responsible bidder without discrimination on the
grounds of sex, race, color, or national origin.
