The City of Titusville (CITY) is seeking the services from a qualified licensed firm and experienced in providing actuarial services to prepare and provide to the City a valuation report for the City’s Other Post-Employment Benefits (OPEB) liability beginning October 1, 2025 and subsequent fiscal years thereafter as specified herein. The Consultant will assist the City in complying with the latest Governmental Accounting Standards Board (GASB) Statements 74 and 75 (and all future changes or additions) that establishes standards for the measurement, recognition, and display of OPEB expense and related liabilities.

If submitting hard copies, bids shall be submitted in one (1) original paper copy and one (1) digital copy on compact disc (CD) or USB flash drive in a sealed envelope or box.

Preferably Consultant shall have and must be able to demonstrate and document the prior experience performing services and duties that are customarily performed by an Actuarial Firm and shall be experienced with, and knowledgeable in, employee benefits, latest Governmental Accounting Standards Board (GASB) Statements, and the measurement, recognition, and display of OPEB expense and related liabilities.
