The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Gregg-Adams, Virginia, 23801, awarded a sole source firm fixed price contract to the University of Virginia Darden School Foundation, 100 Darden Blvd., Charlottesville, VA 22903 for the Insights into Industry Management Course. The Product Code (PSC) is U005 Education/Training- Tuition/registration/Membership Fees. The purpose of this notice is to provide a Justification for an Exception to Fair Opportunity for the University of Virginia (UVA) Darden Foundation School Insights into Industry Management Course. It is an immersive experience specifically designed to educate personnel, including Program Executive Officers (PEOs), Program Managers (PMs), and Contracting Officers, on the defense industry's mindset, motivations, and behaviors. By participating in this course, DCMA personnel will gain a deeper understanding of the defense industry and develop essential skills to negotiate favorable outcomes for the government. UVA is uniquely positioned to provide this tailored course that meets specific needs of the DCMA. This tailored approach is particularly relevant for DCMA employees holding leadership positions, including Deputy Commanders, who are equivalent to GS-13/14 (O-4/O-5) ranks. UVA Darden has a 52-year history of successfully developing and delivering impactful training programs for the DoD. Their Insights into Industry Management course has a proven track record of enhancing the Acquisition Workforce’s (AWF) knowledge base and ability to navigate the complexities of government contracting. By limiting sources to the Darden School, DCMA can leverage a customized program that addresses the distinct requirements and challenges of its senior personnel, ultimately enhancing their industry management expertise and leadership capabilities. This program goes beyond theoretical concepts, providing DCMA personnel with practical knowledge and skills directly applicable to their daily responsibilities. This translates to tangible improvements in contract oversight, risk mitigation, and ultimately, ensuring the timely delivery of critical capabilities to the warfighter.
