Project Description: Sealed bids for the replacement of copper water services will be received online via the PennBid Program (http://pennbid.bonfirehub.com) by Stewartstown Borough Authority, York County, PA, until 10:00 A.M. (prevailing time) on Tuesday, April 15th, 2025 at which proposals will be opened and a summary of bids received will be displayed publicly on PennBid after bid opening.
Stewartstown Borough Authority hereby authorizes James R. Holley & Associates, Inc. to act on their behalf by opening bids. Bids will be considered and contracts awarded at a regularly scheduled meeting of Borough Authority based on the recommendations of the Engineer.
Work shall consist of, but not be limited to, replacing copper services lines with PE service lines including new saddles, corp stops, curb stops and boxes, fire hydrants, main valve replacements and the final restoration of street and grass/lawn areas. Work area is located along Scarborough Fare, Cedar Lane, and Harmony Court in Hopewell Township.

A bid bond or certified check made payable to Stewartstown Borough Authority in the amount of five percent (5%) of the bid amount must accompany the sealed bid. The successful bidder will be required to furnish a performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. Each bidder shall be prepared to submit evidence of his qualifications to perform the work.
The Borough Authority reserves the right, which is agreed and understood by all bidders, to accept or reject any or all bids and waive irregularities. No bid may be withdrawn by the bidder for sixty (60) days after closing time of the opening of the bid proposals.
Notice is hereby given to bidders that this project is subject to the Pennsylvania Prevailing Wage Act 442, as amended. Wage Rates are included in the Contract Documents.
