Project Description: Sealed bids will be electronically received by the Toby Creek Watershed Association (TCWA) through PennBid at https://pennbid.bonfirehub.com/, exclusively. Bids will be unsealed and reviewed by TCWA and HCT for compliance with bid specifications. Final selection will be determined based on price, contractor experience, and favorable variations of equipment quoted. TCWA reserves the right to refuse any bids without formal explanation or to waive any errors, omission, defects, or informality and to award the contract as may be deemed in the best interest of TCWA.
Turnkey replacement of all major treatment and support equipment
Under this contract, the bidder shall furnish general construction activities and all materials, equipment, supplies, labor, and startup required to replace major equipment at the Blue Valley (BV) acid mine drainage treatment facility located in Brandy Camp, PA. The replacement equipment(tanks) will be made of 304 stainless steel. Support equipment also will be replaced. Bidders for this project shall have completed projects similar in character and scope and will be required to submit a statement of qualifications.
Bidding Documents for the current project are available at no cost in PennBid at https://pennbid.bonfirehub.com/ and must be reviewed prior to submitting a bid. Drawings of the original plant build, and equipment installation are available for $50 per set. Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions or changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted. Tours of the plant with viewing only of the plans can be done by appointment at the facility by contacting Bill Sabatose, President TCWA, 814-590-3712.
In order to be contracted for this project, the contractor must adhere to, and provide documentation of, all federal employment requirements including, but not limited to: Equal Employment Opportunity https://www.eeoc.gov/equal-employment-opportunity-laws, Davis-Bacon Act (40 U.S.C. 3141-3144, and 3146-3148) WD #PA 20250028 wage requirements www.sam.gov/wage-determination/PA20250028/0 (Pennsylvania, Elk County).
All materials used in this project must adhere to the Build America, Buy America Act (23 U.S.C. 313;23 CFR 635.410) https://www.commerce.gov/oam/build-america-buy-america, that all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States.
Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount.
All terms and conditions will be agreed upon and approved by TCWA and HCT at time of bid award. The contractor and all subcontractors must be properly insured and provide proof of insurance requirements in the PennBid submission.
