Pre-Solicitation Notice - Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA)

Dear Prospective Offerors:

The United States Government, represented by the U.S. Agency for International Development (USAID) Mission in Afghanistan, intends to release a solicitation for the Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) (hereinafter called MECLA Activity), as further described below. The USAID intends to make a single award using a Cost-Plus-Fixed-Fee completion type contract.

Synopsis: The purpose of MECLA is to provide third party monitoring, evaluation, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State's Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.

Place of Performance: Afghanistan

Period of Performance: A period of 5 years from the effective date of award

The solicitation is planned to be released in approximately two weeks from the date of posting this synopsis and will be made available electronically upon its release to https://www.sam.gov/. If a solicitation is issued, all necessary information will be supplied at the time it is posted at https://www.sam.gov. All responsible offerors will be invited to submit a proposal. Offerors are encouraged to check https://www.sam.gov regularly to obtain additional information on this requirement.

Except for the information provided herein, no additional information regarding this planned RFP is available at this time. This notice does not obligate USAID to release a solicitation, award or a contract, nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.2 and is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP).
