1441C033 Town of New Hebron Wastewater Collection Improvements CDBG Project

Sealed bids for the construction of the Wastewater Collection Improvements CDBG Project No. 1200- 24-276-PF-01 for the Town of New Hebron in New Hebron, Mississippi, will be received by The Honorable Cindy Bryan, Mayor of the Town of New Hebron, Mississippi, until 1:30 pm local time on August 18, 2025 , at the Town Hall located at 506 Main Avenue, New Hebron, MS 39140, and shortly thereafter will be opened and publicly read.

The work involved in the project includes the replacements, rehabilitation, and/or repair of the Town of New Hebron sanitary sewer collection system as described in the construction drawings and specifications. Copies of the Contract Documents are available for viewing and obtaining at www.dunganeng.com . All Proposals shall be submitted on Bid Forms provided with the specifications. Bids may be submitted in person, or for those interested, bids can be electronically submitted at www.dunganeng.com under the project page. No oral, telegraphic, telephonic, or e-mail proposals will be considered.

This construction project is financed by the Mississippi Development Authority, Community Incentives Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1200-24-276-PF-01, and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.

The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.

Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

The successful bidder must comply with the Build America, Buy America Act enacted as part of the Infrastructure Investment and Jobs Act (IIJA) Pub. L. 117-58

Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents. The Town of New Hebron reserves the right to waive irregularities and to reject any and/or all bids.
