NOTICE TO BIDDERS
TIME AND PLACE OF OPENING BIDS: Sealed Proposals on forms prepared by the Engineer will be received by Pickering Firm, Inc. located at 101 S. Church Street, Suite 303, Jonesboro, AR 72401 until 5:00 p.m. September 23, 2025. Sealed Proposals on forms prepared by the Engineer will also be received in person by CITY OF WEST MEMPHIS, on the day of bid opening only, September 24, 2025, before 10:00 a.m. at West Memphis City Hall, 205 South Redding Street, West Memphis, Arkansas 72301 for the improvements described herein in accordance with Drawings, Specifications, and other Contract Documents prepared under the supervision of the City Engineer, West Memphis, Arkansas.
PROPOSALS WILL BE PUBLICLY OPENED AND READ AT 10:00 a.m. (local time) on Wednesday, September 24th, 2025 at West Memphis City Hall, 205 South Redding Street, West Memphis, Arkansas 72301.
DESCRIPTION OF WORK: (a) The proposed work is officially known as Avondale Cir. RCB Maintenance. (b) The proposed improvements consist primarily of repairing the wingwalls of the existing RCB culvert, bank stabilization, and related improvements including Channel/Culvert Clean Out.
INSTRUCTION TO BIDDERS: (a) Proposal Forms and Contract Documents, including Drawings and Technical Specifications may be examined at the following:

(b) Electronic copies, including printed sets may be obtained from Pickering Firm, Inc.’s Planroom at www.pickeringfirmplanroom.com (c) All proposals must be accompanied by a bank cashier’s check or bank draft, letter of credit issued by any national bank or certificate of deposit therein, duly assigned or certified check or approved bid bond for not less than 5(%) percent of the amount of bid. All proposal guarantees shall be made out to CITY OF WEST MEMPHIS, ARKANSAS (d) The Sponsor hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.” (e) A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board. (f) Each bid must be submitted in a sealed envelope bearing on the outside the name of the Bidder, his address, and the project name and number. Any bid that does not bear this information will be automatically rejected.
REJECTION OF BIDS: City of West Memphis reserves the right to reject any or all bids and to waive any technicalities and informalities.
