3 MGD Water Treatment Plant Expansion

Assumption Parish Water Works District No. 1 (herein referred to as the “Owner”)

Sealed bids marked "Sealed Bid" - 3 MGD Water Treatment Plant Expansion to be funded by the Assumption Parish Water Works District No. 1 will be received by the Owner for the construction of the project described as follows:

The proposed project consists of installing a new clarifier/filter bank, new raw water pump station, along with associated piping, structural (including piles), along with chemical pump and piping installations.

Sealed Bids designated as "Sealed Bid" - 3 MGD Water Treatment Plant Expansion must be received by Mr. B. J. Francis, Jr., General Manager, Assumption Parish Water Works District No. 1, 4633 Highway 1, Napoleonville, LA 70390, either by mail or hand delivery no later than 11:00 AM local time, on October 22, 2024.  Any bids received after the specified time and date will not be considered.  The sealed bids will be publicly opened and read aloud in the Meeting Room at the Water District’s office.  The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the Office of the Engineer for the contract, Shread-Kuyrkendall and Associates, Inc. located at 13016 Justice Avenue, Baton Rouge, Louisiana 70816.  Hard copies may be obtained at this office upon payment of $300.00 which amount constitutes the cost of reproduction, shipping, and handling.  This deposit will be refunded upon request in accordance with R.S. 38:2212. Electronic copies are available upon request at no charge.

Bids may also be viewed and submitted online at www.centralbidding.com.

A Pre-Bid Conference will be held on Tuesday, October 8, 2024 at 10:00 a.m., Assumption Parish Water Works District No. 1, 4633 Highway 1, Napoleonville, LA 70390.  All bidders and sub-contractors are encouraged to attend.

The Owner reserves the right to waive any informalities or to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statute.

Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.

No bidder may withdraw his/her bid within sixty (60) days after the actual date of the opening thereof.

The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.

Bids shall be accepted from Contractors who are licensed under the classification of Municipal and Public Works, Heavy or Building Construction.

IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITH THE BID FORM.
